Pioneer Institute Poll Finds Massachusetts Healthcare Consumers Overwhelmingly Want Price Information on Services, but Few Know How to Get It

“One reason patients don’t seek price information is that they don’t realize it’s available. This survey shows that the public wants transparency in their healthcare prices, but easy access to such information is not yet a reality,” said Pioneer Institute Senior Fellow in Healthcare Barbara Anthony.

Seven out of ten Massachusetts workers who get their health insurance through their employers want to know the price of a healthcare procedure before they obtain it, but most of them do not how to obtain such information, even though much price information is already available through their insurers’ cost estimator tools, according to a new poll commissioned by Pioneer Institute and conducted by DAPA Research.

Massachusetts consumers rarely seek out the price of healthcare procedures before undergoing them, but they are very interested in price and quality information and in obtaining cash back for finding lower priced providers.

The results of this poll, along with recommendations, will be released on November 4th at 1:30 pm in the Great Hall of the Massachusetts State House before a large audience of healthcare policy makers, business interests, patient advocacy groups, employers, health law attorneys, and public officials.

The event marks the fifth anniversary of the effective date of the transparency provisions of what is known in Massachusetts as Chapter 224. The event is also sponsored by the Massachusetts Treasurer and Receiver General, Deborah B. Goldberg; Consumer Affairs and Business Regulation Undersecretary, Edward Palleschi; Blue Cross Blue Shield of Massachusetts; the Massachusetts Association of Health Plans; and the Massachusetts Division of Insurance.

“One reason patients don’t seek price information is because they don’t know how to do it, and sometimes don’t even realize it’s available to them,” said Pioneer Institute Senior Fellow in Healthcare Barbara Anthony. Anthony added, “This survey shows that the public wants transparency in their healthcare prices, but easy access to such information is not yet a reality.”

Only one in five Massachusetts consumers has ever tried to find the price of a healthcare service in advance of obtaining the service. This is at least in part because more than two thirds are unaware that their insurance carriers offer a cost estimator tool.

The poll finds that:

  •     Seven out of ten consumers would like to know the price of a procedure before undergoing it.
  •     Eight in ten are interested in a website that displays out-of-pocket costs.
  •     More than seven in ten are interested in cashback opportunities for choosing less expensive services.
  •     Three quarters would like to know the price insurance companies pay providers for the healthcare services patients receive.

Other poll findings include:

  •     75 percent of consumers with commercial insurance are very satisfied or satisfied with their current health insurance.
  •     Insurance companies and doctors are the most trusted sources of price information, with 40 percent of respondents trusting one or the other.
  •     Eight in ten people are interested in a website that displays doctor and hospital quality ratings.

The survey also included some counterintuitive findings, such as the fact that there was little correlation between income and decisions to obtain expensive healthcare services.

As a result of this poll, Pioneer recommends a number of actions:

  •     Though hospitals were not at the top of the list for people seeking price information, hospitals and doctors need to be more innovative and assertive in offering price information in consumer-friendly formats.
  •     Insurance companies and employers must work together to educate members and workers about the availability of pricing information to better manage healthcare costs.
  •     The Commonwealth should make better use of the bully pulpit and assert greater leadership in promoting price transparency and in educating businesses, consumers, insurers, and providers.
  •     Overall satisfaction with current health insurance means there is a significant opportunity for insurers to educate and incentivize cost consciousness among their customers.

A summary list of findings and recommendations is available on Pioneer Institute’s website.

The poll of 500 Massachusetts residents has a margin of error of +/- 4.4 points and a 95 percent confidence level.

About Pioneer

Pioneer Institute is an independent, non-partisan, privately funded research organization that seeks to improve the quality of life in Massachusetts through civic discourse and intellectually rigorous, data-driven public policy solutions based on free market principles, individual liberty and responsibility, and the ideal of effective, limited and accountable government.

State Officials and Health Insurance Companies Praise Price Transparency Efforts

“It is critically important that Massachusetts residents receive transparent and accurate pricing information. I applaud these consumer protection efforts that have empowered people to make more informed financial choices when making decisions regarding their healthcare,” said Deborah B. Goldberg, Massachusetts Treasurer and Receiver General

“MAHP and our member plans are committed to promoting the value of cost transparency for Massachusetts consumers. When consumers are able to access cost and quality information, they are able to make more informed healthcare choices. Health plan cost estimate websites are important tools for consumers to help them understand the true cost of their care,” said Lora Pellegrini, Esq., President and CEO of the Massachusetts Association of Health Plans

“Blue Cross Blue Shield of Massachusetts is committed to making sure our members have the tools they need to find high-quality, affordable care. While we’ve made significant progress, such as investing in our Find a Doctor and Estimate Costs tools, we know there is more to be done. We look forward to collaborating with the health care community as we look for ways to enhance transparency efforts.” Statement issued by Blue Cross Blue Shield of Massachusetts

“For consumers to be empowered they must be informed, which is why transparency in health care costs is essential. Having this information helps consumers make better decisions because it allows them to weigh multiple factors when they decide which medical specialist or facility to visit,” said Edward A. Palleschi, Undersecretary for the Massachusetts Office of Consumer Affairs and Business Regulation

“Significant progress has been made in improving the state healthcare delivery system but more can be done to ensure that Massachusetts residents know about and use available tools to make informed healthcare choices. Transparency in healthcare costs and knowing how to use this information allows Massachusetts residents to feel confident in their healthcare decisions,” said Gary Anderson, Massachusetts Commissioner for the Division of Insurance

The Most Connected School in the World

Energybox works in a number of industries, one of them being higher education. Energybox has been working with Independent Schools Foundation (ISF Academy) since 2016. With the implementation of Energybox solutions, ISF is the most connected school in the world monitoring nearly 6,000 pieces of equipment such as lighting, HVAC units, AV equipment, projectors, swimming pool boilers, and pumps across their buildings.

ISF was searching for an energy monitoring solution for both sustainability and educational purposes, as practical experience in sustainability practices is becoming more important in the job market. Energybox was able to provide ISF with the actionable visibility they were looking for and have developed a solution that has enabled both staff and students to engage in sustainable practices. This has helped them understand the effect they have on the environment. Together, they created a cutting edge app that consists of two parts. The first part involves the EnergyTracker™ solution. Students and faculty members have access to energy data on an interactive 3D map landscape of the school that shows energy data by building, floor and room-level for granularity. The second part provides a platform for all 2,000 students to compete against each other in energy conservation objectives. They earn points by saving energy, taking quizzes and social sharing.

ISF uses what they call a “rocket” composter which churned out about 27,000 kilograms or 60,000 pounds of food waste in the first year. This amounts to over 90 grams or 3 ounces of waste per student per day. They use the compost material to sell gardening kits throughout Hong Kong to promote the regrowth of plants. Implementing sustainable practices at ISF has created a new and exciting learning experience for students. Diana Zuck Ibarra, who runs Shuyuan science and sustainability program, worked very closely with Energybox in the creation and implementation of these tools. She stated, “We believe that if you can change the behavior of school students, there’s a multiplier effect.”

ISF students and faculty have become more aware of their energy consumption through Energybox solutions. Not only are they learning to be more sustainable, but having fun at the same time with a little healthy competition. The data that they have access to is so granular and allows them to really understand where the most energy is being used in order to reduce and optimize their usage. The app and the implementation of Energybox solutions have encouraged a different way of thinking, leading to a more sustainable and efficient world.

Nevada Department of Taxation Approves Ziel’s APEX as Cannabis Mold Solution

APEX by Ziel is radio frequency equipment to treat yeast and mold count in cannabis. APEX is used by Tahoe Hydro and is the only approved mold treatment method by the Nevada Department of Taxation.

This solution is a triple-win for the state, protecting consumer safety, providing cultivators a cost-effective and organic pathway to bring their product to market, and maximizing tax revenue for the State of Nevada and its citizens.

Ziel, creators of APEX, radio frequency equipment that reduces microbial pathogens such as yeast and mold in cannabis, has been approved for use by the State of Nevada, and is currently the only remediation technology approved for cultivators by the Department of Taxation. The technology was recently featured in a story on KTVN-TV evening news, the CBS Reno affiliate.

In August, tainted cannabis batches triggered two health advisories and product recalls in Nevada. Subsequently, the Nevada Department of Taxation opened an investigation on September 16th after multiple testing failures by an independent lab found high levels of yeast and mold present on cannabis sold in three Las Vegas dispensaries. The Nevada limit for yeast and mold is 10,000 colony-forming units per gram; a follow-up test by the Nevada Department of Agriculture found cannabis with yeast and mold levels of 390,000 cfu/g, nearly 40 times the legal threshold.

APEX offers a chemical-free, organic technology that reduces total yeast and mold count in cannabis while retaining potency and terpenes. Ziel’s APEX technology is currently used by some of the largest cultivators in North America. Three cultivators have adopted APEX into their standard processing procedures in Nevada, remediating 100 percent of their product prior to distribution to retail dispensaries, including Tahoe Hydro, an award-winning cannabis cultivation company located in Carson City that has distribution in Las Vegas and throughout Nevada. Additional clients include Los Sueños Farms, the largest outdoor cannabis farm in the country, and two of the “big five” licensed producers in Canada.

“Before incorporating APEX into our cultivation processes, we were losing up to 28 percent of our product to testing failures,” explained Mark Bruno, chief operating officer and co-founder of Tahoe Hydro, which exclusively uses 374 Labs for all testing. “We are now consistently meeting our regulatory requirements, which are among the most stringent in the country, while also meeting our customer’s expectations for the high quality our brand is known for. APEX improves our bottom line and most of all, we sleep easier knowing we are providing safe cannabis to consumers.”

374 Labs, a trusted laboratory that was the first in the state to achieve ISO/IEC 17025:2005 accreditation, which guarantee consistent and accurate test results, has analyzed thousands of pounds of flower in Nevada.

“We have seen firsthand the powerful results of remediating cannabis through radio frequency treatment, and companies that use APEX have product that consistently passes testing requirements,” commented Alec Garcia, a principal at 374 Labs. “The technology works. We have analyzed the data and can see industry-wide benefits as more and more cultivators adopt this technology as the gold standard in remediation.”

APEX operates by using radio frequency to reverse the polarity of water molecules in the plant’s moisture. The water molecules oscillate 27 million times a second, generating heat volumetrically, killing pathogens throughout the flower based on Ziel’s proprietary processing parameters. APEX treats up to 20 pounds of cannabis in less than 15 minutes of process time.

“We are honored to be approved by the Nevada Department of Taxation as the only authorized remediation method for cultivators,” explains Arthur de Cordova, co-founder of Ziel. “This solution is a triple-win for the state, protecting consumer safety, providing cultivators a cost-effective and organic pathway to bring their product to market, and maximizing tax revenue for the State of Nevada and its citizens.”

Find Out Why Teens Are Considered To Be High-Risk Drivers

News Image

“Teen drivers are automatically labeled high-risk. Find out why”, said Russell Rabichev, Marketing Director of Internet Marketing Company.

Carinsuranceplan.org has launched a new blog post that explains why teenagers are considered high-risk drivers.

For more info and free car insurance quotes, visit https://carinsuranceplan.org/why-car-insurance-companies-consider-teen-drivers-as-high-risk/

The lack of driving history and the statistics that show teen drivers are responsible for more accidents than any other age group makes the insurance companies place the teen drivers in the high-risk category. Other factors that make teen drivers be considered high risk are:

  • Teen drivers have no experience. Drivers need the experience to recognize and handle hazards that appear during bad weather or during nighttime.
  • Teen drivers get distracted easily. According to the AAA Foundation for Traffic Safety, distracted driving is the cause of 12% of teen auto crashes. Activities like eating, talking or texting on the phone, chatting with other passengers, can make the teen drivers lose focus.
  • Teen drivers are not wearing seatbelts. Seatbelts are proven to lower the risk of fatal injuries. Recent surveys show that only slightly more than half of teen drivers said that they always wear a seatbelt
  • Teen drivers who are driving while being under influence. Even experienced drivers have trouble driving while drinking, but the lack of experience for teen drivers can prove deadly when they drive. Teens also prove to be more prone to participate in dangerous behaviors and are more likely to go in a vehicle driven by an intoxicated driver. A quarter of all teen fatalities in accidents happen in accidents caused by drinking and driving.
  • Teen drivers are driving recklessly. Teenagers are more likely than adult drivers to go beyond the speed limit. More than half of the motor accidents where teens are involved were caused by speeding. Reckless driving behavior involves street racing, tailgating, improper lane changing, rushing through changing traffic lights.
  • Teen drivers that drive with other teen passengers. Young drivers like teenagers can get easily distracted when they travel with other teenagers. The other teenagers in the vehicle can encourage the teen driver to engage in racing, drinking, or taking drugs.

AdventHealth Ocala Delivers on Promise to Provide Better Health Care

News Image

AdventHealth Ocala has earned a “B” in patient safety from the prestigious Leapfrog Group. AdventHealth acquired the hospital in August 2018 and made a promise to Ocala and Marion County to transform and elevate the quality of care to the community. In that timeframe, patient safety grades rose from a “D” to a “B,” showing the hospital does a better job at protecting patients from mistakes, injuries, accidents and infections than it did previously. The score is from the Leapfrog group, a national nonprofit health care ratings organization, focused on safety ratings for more than 2,600 hospitals across the country. The group assigns letter grades of A, B, C, D and F based on how well hospitals perform in patient safety.

“Since acquiring the hospital in 2018, we have been on a journey to providing the best medical care possible, and it is thanks to the hard work and dedication of our team that we are able to achieve this success in such a short amount of time,” said Joe Johnson, President and CEO of AdventHealth Ocala. “This is just the beginning, we still have an ‘A’ as our goal.”

Leaders at AdventHealth Ocala implemented a list of changes to enhance patient safety, including:

  • Deploying over 600 new IV pumps and over 80 teleboxes which allow care teams to monitor patients and medications in real time – significantly decreasing medication errors to patients.
  • Implementing electronic health records which allow physicians to place the patient medication orders directly into the computer and allows nurses to scan a patient’s medications prior to administering medications – which has been shown to significantly decrease medication errors to patients.
  • Renovating the emergency room to provide all private patient rooms to decrease infection rates and offer complete privacy during care.
  • Reinstating safety huddles each morning to ensure all departments are informed of hospital and patient needs each day.
  • Training over 2,000 team members on a change in culture to enhance how team members care for patients and each other.

“How we care for our community makes a difference and you see it in the scores,” said Imelda Unto, Chief Nursing Officer of AdventHealth Ocala. “We implemented several key strategies to improve patient safety, reduce infections and create a culture of safety to make sure we are providing the best care possible to every patient, every time. Thanks to our dedicated administrators and care team members, we can continue to create a high quality, safe environment for anyone needing our care.”

AdventHealth Ocala has committed to investing over $120 million in renovation, expansion, and upgrades to technology to provide world-class care in Marion County and the surrounding communities.

Patient safety is the top priority at all AdventHealth locations. This year, all participating hospitals in the West Florida Division received either an “A” or “B” grade from the Leapfrog Safety Group.

AdventHealth voluntarily participates in the Leapfrog assessment and provides full transparency to our hospitals and our data to patient safety experts for review. To see a full list of safety grades, click here.

PSTA Releases Initial Industry and Public Safety Recommendations on Situational Awareness

We have worked hard to ensure that ongoing situational awareness becomes integrated into public safety operations now that public safety has come to expect high speed access to reliable and resilient public safety broadband, David Fritsche, PSTA SA Subcommittee Chair and Secured Communications CTO

Consistent with the purpose and mission of the PSTA, the PSTA Board of Directors is pleased to release the Situational Awareness Technical Subcommittee report https://www.pstalliance.org/wp-content/uploads/PSTA-SA-Report.pdf which includes the initial PSTA recommendations for public safety and industry.

The Situational Awareness Subcommittee was established to recommend a common set of standard APIs and interface structures that will make the situational awareness construct for public safety users much easier to implement and integrate into existing systems.

PSTA’s recommendations are being made based on input and discussion among PSTA industry and public safety membership in subcommittee discussions that have been ongoing over the last year, and have been formulated leveraging this expertise as well as publicly available standards.

The PSTA board has recommended a common language and symbology to ensure that all public safety users are able to consistently identify key landmarks and information across platforms. PSTA also recommends the use of open geospatial data standards, the use of the National Information Exchange Model (NIEM) in establishing a common naming convention schema across public safety, and the use of Project Open Data to address a common set of open standard metadata data sets and APIs for use by both federal and state agencies.

“We have worked hard to ensure that ongoing situational awareness becomes integrated into public safety operations now that public safety has come to expect high speed access to reliable and resilient public safety broadband,” said David Fritsche, PSTA Situational Awareness Subcommittee Chair and Secured Communications CTO.

“Situational awareness incorporates multiple applications and platforms to share real time information for first responders and we need to ensure these systems are interoperable as they become embedded into every public safety organization,” added Anatoli Levine, PSTA Situational Awareness Subcommittee Member and Softil Director of Products and Standards.

As PSTA considers additional, relevant, information provided within the Situational Awareness Subcommittee, it will update and release any changes to its recommendations as necessary. The current report version will be posted on the PSTA website (https://www.pstalliance.org/technical-committees/subcommittee-report-and-comment-form/) and will be open and accessible to the public.te

If you are a member of a public safety agency/association, industry or academia and want to contribute to these important technical subcommittee discussions going forward, please visit https://www.pstalliance.org/how-to-join/ to join the PSTA and share your experience and knowledge.

Leading Beverly Hills Hair Transplant Surgeon to Host Reddit AMA this Month

A Reddit AMA is part of our ongoing patient education process to reach patients across the country as well all around the world. – Dr. Parsa Mohebi

Dr. Parsa Mohebi, the founder of Parsa Mohebi Hair Restoration with locations in Los Angeles, Beverly Hills and San Francisco, is expanding his patient education efforts by hosting a Reddit AMA on Wednesday November 13th at 1pm PST. During the hour-long Reddit session, Dr. Mohebi will take questions from actual Reddit users interested in learning more about how hair transplants are performed as well as what type of patients are ideal candidates for hair restoration.

According to Dr. Mohebi, “A Reddit AMA is part of our ongoing patient education process to reach patients across the country as well all around the world. There are many people suffering from hair loss that want to learn more about the science of hair transplants as well as the medical techniques used to perform hair restoration. However, many people do not have the time to schedule an appointment with a doctor or they might live in an area of the country where a board-certified hair transplant surgeon is not easily available to them.”

When it comes to the questions asked during his past Reddit sessions, “I enjoy the variety of questions because they cover a wide range of topics from how hair transplants are performed to the various techniques used to achieve natural, long-lasting results. Reddit users also ask fun questions about celebrity hair transplant procedures because they love to know which stars have a naturally full hairline and which celebrities had some help achieving their current look.”

Dr. Mohebi also shared the reasons behind hosting the AMA at lunchtime. “We receive questions from all over the country and lunchtime in California is ideal for the AMA because people on the east coast, as well as the central time zone, are either off work or almost done with work for the day. They have more time to ask questions and even learn some additional information thanks to the other questions asked during the session. Plus, patients on the west coast can take part during their lunch hour. It is a fun and educational event that I plan on hosting on a monthly basis on the Reddit AMA page.”
