Mercy’s Preventive Care Center to Address Health Inequities, Empower Vulnerable Populations

“The Preventive Care Center offers infusion services, clinical exam rooms, educational spaces, social work services, behavioral health and palliative care,” said Wilma A.S. Rowe, M.D., MHS Senior Vice President of Medical Affairs and Chief Medical Officer.

As part of Mercy Health Services’ (MHS) efforts to provide comprehensive patient education, greater access to care, and resources to address social determinants of health, MHS has announced specific offerings and features of the new Preventive Care Center (PCC). A special blessing and tour of the new center was held the morning Feb. 21st, 2023.

Located on the 2nd floor of The Mead Building on North Calvert Street, the Preventive Care Center will “be an important step to expanding population health outreach and bringing needed medical staff under one roof to better serve our community,” said Dr. David N. Maine, MHS President and CEO.

The Preventive Care Center consists of:

  • Wellness Area: 2 patient exam rooms
  • Infusion Clinic: 2 infusion chairs
  • Post Discharge Clinic: 2 patient exam rooms
  • Patient education: 3 consult rooms
  • Teaching kitchen/conference room featuring in-person and virtual capabilities


“The Preventive Care Center offers infusion services, clinical exam rooms, educational spaces, social work services, behavioral health and palliative care,” said Wilma A.S. Rowe, M.D., MHS Senior Vice President of Medical Affairs and Chief Medical Officer.

Dr. Rowe added that the PCC will increase access to care, promote wellness through management and prevention of chronic diseases like diabetes, heart disease, obesity, cancer, etc.

“Further, the Center will seek to identify and help modify social risk factors including personal violence, homelessness, substance abuse, food insecurities and related issues,” Dr. Rowe added.

The Center offers Baltimore’s most vulnerable and underserved with comprehensive annual screenings, lab visits, chronic disease management, insurance navigation, social work services, and referrals to community resources.

In addition, patients will receive education regarding chronic disease management, while learning about healthy diet and lifestyle choices through cooking and nutrition classes, weight management, smoking cessation, and information for expectant mothers.

The Preventive Care Center will also host meetings of the Centering Pregnancy program at Mercy, a new initiative for soon-to-be moms, providing resources, group education and support. Centering Pregnancy targets under-served minority women at high risk for low birthweight and pre-term delivery.

“Mercy has a nearly 150-year tradition of caring for the neediest of Baltimore. Our goal is to address serious health inequities and to empower the most vulnerable populations to better manage their health,” Dr. Maine said, noting patients will be assisted with increased referrals to community sources for food, transportation, financial assistance, housing, employment, and more affordable prescription medications.

Haitian immigrants receive healthy nutrition

Haitian immigrants and those living in poverty in the Dominican Republic received healthy nutrition thanks to a partnership between Salesian Missions, the U.S. development arm of the Salesians of Don Bosco, and Rise Against Hunger, an international relief organization that provides food and life-changing aid to the world’s most vulnerable.

The shipment of rice-meals was sent to the Don Bosco Salesian Foundation and then distributed to nine centers during the second half of 2022. The recipients, who work most directly with Haitian immigrants, included Daughters of Mary Help of Christians, Montalvo Center, Santo Domingo Savio School Home, Our Lady of Altagracia Parish, Scalabrinian Association, Association of People with Physical-Motor Disabilities, Villa Juana Parish, Corazon de Jesus (Family Ministry) and the Cruz Jiminian Foundation.

Due to the current political crisis, there are many Haitian immigrants in the Dominican Republic. The donation of fortified rice has helped many families who are waiting for the necessary documentation to formalize their stay in the country.

In addition, many immigrants remain inside detention centers before they are deported back to Haiti. However, there is not enough space in the centers for all the people who are there. Receiving one meal a day is important for their health and provides great peace of mind for the authorities and organizations working with them.

The Don Bosco Salesian Foundation provided support for youth and families in vulnerable situations. The foundation has 16 centers across the National District, Santo Domingo East, Barahona, La Vega, Jarabacoa, Moca, Santiago and Mao.

Marimenia Antonia, who lives in the community of Las Rosas, is one of the recipients. She said, “This rice has helped us, not only for my family, but to be able to provide for the Haitian immigrants who are detained in the detention centers of the border between the Dominican Republic and Haiti. Some spend up to two days detained and the Dominican authorities do not give them food, but through the Montalvo Center, we bring them food so they can have at least one meal daily.”

Nearly half of youth under the age of 18 live in poverty in the Dominican Republic, according to UNICEF. Although the country’s economy has been steadily improving, the country’s poor people still struggle to get enough food to eat and to access safe drinking water and adequate housing. Only 30 percent of youth finish primary school and only 18 percent finish secondary school on time. Schools are in poor shape with nearly half having no access to safe drinking water and more than 60 percent lacking adequate bathroom facilities.

Your Zip Code May Impact Access to Quality Medical Imaging

Patients living in rural areas face unique barriers that prevent them from getting timely access to imaging services.

Regions of the U.S. with an extreme level of socioeconomic disadvantage were less likely to have access to accredited medical imaging facilities and centers of excellence, according to a research letter published today, March 14, in Radiology, a journal of the Radiological Society of North America (RSNA).

Higher proportions of the disadvantaged zip codes were located in the rural southern portion of the U.S. A lack of access to high-quality imaging facilities has the potential to lead to delayed or missed diagnoses, further exacerbating the health disparities experienced by people who live in disadvantaged communities.

“Patients living in rural areas face unique barriers that prevent them from getting timely access to imaging services,” said study co-author Anand Narayan, M.D., Ph.D., vice-chair of equity and associate professor in the Department of Radiology at the University of Wisconsin-Madison. “If we as a community want to improve overall access to recommended imaging services, it is critical that we incorporate rural perspectives, particularly as many academic radiology departments are centered in urban or suburban areas.”

For the study, the researchers used the Area Deprivation Index (ADI). Originally developed in the 1980s by the Health Resources and Services Administration, the ADI is maintained and updated by researchers from the University of Wisconsin School of Medicine and Public Health Center for Health Disparities Research. The ADI measures the level of socioeconomic disadvantages of a region using 17 census-based metrics, such as income, education, and housing quality. Regions with greater disadvantages are ranked higher.

“The ADI is freely available for policymakers, researchers, patients, caregivers and clinicians,” Dr. Narayan said. “Health systems can proactively identify barriers experienced by patients who live in areas of extreme deprivation.”

To study the availability of accredited imaging facilities in extremely disadvantaged regions in the U.S., Dr. Narayan and colleagues used the ADI to identify zip codes that were either greater than or equal to the 97th percentile, which is considered extremely disadvantaged. Zip codes that were less than or equal to the 3rd percentile were considered extremely advantaged.

Researchers identified 2,796 U.S. zip codes that met the criteria for extremely disadvantaged. Of these, rural zip codes totaled 1,160, and urban zip codes totaled 1,636. There were 1,028 extremely advantaged zip codes, with 39 being rural and 989 being urban.

Across a number of imaging modalities, extremely disadvantaged zip codes had less access to accredited facilities. Only 21% of extremely disadvantaged zip codes had access to CT facilities, as compared to the 32% of extremely advantaged zip codes. This trend carried over to a number of other imaging modalities, such as MRI, with 19% of extremely disadvantaged zip codes having access, compared to 32% of extremely advantaged zip codes.

The largest disparity was found in ultrasound access. Only 14% of extremely disadvantaged zip codes had access to accredited ultrasound facilities, compared to 29% of extremely advantaged zip codes.

Improving patients’ geographic access to high-quality, accredited imaging facilities is an important step in breaking down the socioeconomic barriers that exacerbate health disparities.

“Radiology department leaders can use the ADI to inform the expansion and allocation of imaging services to ensure that areas of extreme deprivation have access to high-quality imaging services,” Dr. Narayan said.
