$3.3MM Now Available to Support Pet-Friendly Domestic Violence Shelters

We’re thrilled to see OVC offer new support to help existing grantees meet their goals of helping survivors and their pets. This will further support survivors by ensuring pet-friendly domestic violence shelters are provided the care and attention they deserve.

The PAWS Act Coalition, a group of nonprofit and for-profit organizations committed to protecting survivors of domestic violence and their pets, proudly shares the recent announcement of the Fiscal Year (FY) 2023 U.S. Department of Justice (DOJ) Office of Victims of Crime (OVC) Emergency and Transitional Pet Shelter and Housing Assistance Grant Program.

“Purina is proud to be part of the public-private partnership supporting grants to DV shelters to ensure more abuse survivors and their pets are able to enter safe shelter and begin healing together,” said Nina Leigh Krueger, CEO and President of Nestlé Purina PetCare.    

“The PAWS Act Coalition will work closely with the Department of Justice to raise awareness of the $3.3 million available to aid survivors of domestic violence and their pets,” said Steven Feldman, President of the Human Animal Bond Research Institute (HABRI). “We are proud to help spread to word about the opening of the 2023 grant applications, including the new category of awards which aims to provide technical assistance to reinforce existing grantees.”

FY 2023 grants will provide funding for shelter and transitional housing and other assistance for survivors of domestic violence with pets, service animals, emotional support animals, or horses. Grants awarded may be used for programs that provide support services designed to enable someone fleeing an abuser to locate and secure housing with their pet, safe accommodations for their pet, or related services such as transportation and other assistance. Additionally, funding will provide training and technical assistance to existing grantees from FY 2020-2022.

The OVC will fund five awards of up to $400,000 each for large projects and eight awards of up to $100,000 each for small projects. Eligible projects may facilitate pet-friendly shelter in different ways including emergency, transitional, and short-term shelter and housing assistance for domestic violence survivors along with their companion animals, support services to help survivors locate and secure safe housing with their pet, and training on the link between domestic violence and animal neglect and abuse.

For the first time, applicants may apply as a Training and Technical Assistance (TTA) Provider. Awarded funds would support up to 23 existing and future grantees to implement programs that allow domestic violence survivors and their pets to find secure, safe housing together. These funds aim to increase collaboration between and among OVC grantees, other federally funded service providers and programs, community partners, and other stakeholders to enhance survivor identification, referrals, service delivery, and assistance.

This will further support survivors by ensuring pet-friendly domestic violence shelters are provided the care and attention they deserve,” said Nicole Forsyth, President and CEO of RedRover.

Organizations eligible to apply include states and territories; city or township governments; Native American tribal governments; any other organizations that have documented history of effective work concerning domestic violence, dating violence, sexual assault, or stalking, including:

  • Domestic violence and sexual assault survivor service providers;
  • Domestic violence and sexual assault coalitions;
  • Community-based and culturally specific organizations; and
  • Any other nonprofit, nongovernmental organization

Additionally, any organization that works directly with pets, service animals, emotional support animals, or horses and collaborates with any organization referenced above is eligible to apply for funding. Such organizations include animal shelters and animal welfare organizations.

The U.S. Department of Justice, through the Office of Justice Programs, OJP, will accept applications for this grant program through April 17, 2023. The PAWS Act Coalition is working to share this funding opportunity as widely as possible so that qualified organizations can apply.

  • OVC conducted one optional pre-application webinar where OVC staff reviewed the solicitation requirements and conducted a question and answer session with interested potential applicants.
  • The webinar recording will be made available on the OVC website.
  • The Office of Justice Programs encourages applicants to review the “How to Apply” section in the OJP Grant Application Resource Guide and the JustGrants website for more information, resources, and training.

The $3.3 million appropriated for 2023 follows the success of the FY 2020, FY 2021, and FY 2022 Emergency Transitional Pet Shelter Housing and Assistance Grant Programs, which awarded approximately $2 million to six organizations in six states across the nation in 2020, a total of $2.42 million to five organizations in 2021, and a total of $2.7 million to 12 organizations in 2022. Grants have enabled shelters to expand housing and supportive service resources for domestic violence survivors, provide assistance including rent, pet deposits, and pet supplies to those seeking transitional housing with their pet, and more.

“Pet Partners registered therapy teams around the country are voicing their strong support for the PAWS Act Grant Program which brings more resources for domestic violence survivors and pets,” said Annie Peters, CEO of Pet Partners. “We are so grateful that their advocacy paid off again this year, and the $3.3 million appropriated in 2023 will help more survivors of domestic violence remain together with their pets at a time when they need each other the most.”

Two of these organizations, Noah’s Animal House and Urban Resource Institute, are part of the less than 20% of domestic violence shelters across the country that actively offer co-shelter services to keep both pets and their owners away from the dangers of domestic abuse. Together these two incredible organizations have saved over 2,700 pets from abusive conditions, so that no domestic violence survivor is forced to choose between staying in an abusive relationship and leaving their pet with their abuser.

“We’re proud to see more organizations recognize the critical need for pet-friendly domestic violence shelters,” said Staci Columbo Alonso, founder of Noah’s Animal House. “Since 2007, Noah’s Animal House has protected over 2,200 pets for more than 166,000 boarding nights, serving clients from over 35 states in the U.S, in addition to our home state of Nevada. Women drove thousands of miles from Florida, Oklahoma, Maine, Texas and others, driving past other women’s shelters in every state for one reason only, their pet had to be included in their escape plan.”

“This year is the 10th anniversary of the Urban Resource Institute’s pioneering People and Animals Living Safely (PALS) program, which remains the only program that allows co-living of people and pets in New York City shelters,” noted Nathaniel M. Fields, Chief Executive Officer of Urban Resource Institute. “We know from the URI PALS Report & Survey on Domestic Violence and Pets that 50% of survivors will not leave a dangerous situation without their pets, and 72% did not know some shelters accommodate pets often forcing a choice between safety and a beloved pet. The PAWS Act continues to help expand services to domestic violence survivors with pets across the country, breaking a key barrier to safety.”

Head & Neck Cancer Alliance Holds Inaugural Move-a-Thon in April 2023

Head and Neck Cancer Alliance is a non-profit that works with health professionals and organizations, celebrities and survivors to enhance prevention, treatment and detection of head and neck cancers.

The HNCA Move-A-Thon will celebrate survivors, give hope to those presently in treatment, and honor those lost.

The Head & Neck Cancer Alliance (HNCA) will hold its inaugural national Head and Neck Cancer (HNCA) Move-A-Thon in April 2023, which is also Head & Neck Cancer Awareness Month. The HNCA Move-A-Thon is a virtual interactive event that invites the public to raise funds and awareness for head and neck cancers by setting a personal “move” goal to make a difference in the lives of cancer patients, survivors, caregivers and families!

The “moving” can be anything a participant loves to do. Participants don’t need to be athletes to participate in the Move-a-Thon. It can be any activity they enjoy! It can be walking, swimming, riding a bike or a horse, knitting, singing, painting, driving, dancing, playing with kids, walking the dog, pickleball, tennis, golfing, cooking and more. To create a team, join a team or fundraise on your own, participants can register here.

A Zoom planning meeting for Move-a-Thon Team Captains and Participants will be held Wednesday, March 22, at 7:30 p.m. ET. The meeting will offer ideas on how to fundraise, provide inspiration and friendship. In addition, a short and helpful video on the registration process is available.

As a wrap up to the Move-a-Thon celebration in April, HNCA is honored to announce that Jason White of Green Day and a tonsil cancer survivor will be performing virtually on April 29, 2023, from 1:00 -3:00 p.m. EST. The HNCA Move-a-Thon in April 2023 will happen concurrently with HNCA’s 25th annual nationwide campaign – “Oral, Head & Neck Cancer Awareness Week” – to be held April 16 – 22, 2023.

Rob Paulsen, voice-over actor, and Jason White, Green Day guitarist – both head and neck cancer survivors – are also joining forces with the HNCA to promote the benefits of screenings and early detection during HNCA’s “Oral, Head & Neck Cancer Awareness Week” April 16 – 22, 2023.

During “Oral, Head and Neck Cancer Awareness Week,” HNCA promotes a high volume of free oral, head and neck cancer screenings all over the world, plus educational talks, and other awareness programs. From April 16 – 22, 2023, more than 300 sites throughout the country will offer free screenings. Information about local free screenings around the U.S. can be found at headandneck.org/events/map.

Head and neck cancer is a group of cancers affecting the oral cavity (mouth), larynx (voice box), pharynx (throat), sinuses, nasal cavity, or salivary glands. More than 65,000 Americans are diagnosed with head and neck cancer every year, with 14,600 lives lost. Of those who do survive, many suffer long-term problems, such as severe facial disfigurement or difficulties with eating and speaking. The death rate associated with oral and oropharyngeal cancers remains particularly high because the cancers routinely are discovered late in their development. The Head & Neck Cancer Alliance’s mission is to advance prevention, detection, treatment and rehabilitation of oral, head and neck cancer through public awareness, research and advocacy.

The fastest rising types of head and neck cancers are cancers of the throat caused by the human papillomavirus or HPV, which account for over 13,000 cases per year in the U.S., an incidence that represents over a 200% increase over the past three decades. Currently, head and neck cancers account for approximately 4% of all diagnosed cancers in the country.

The Skillman Foundation has awarded a $150,000 grant to the Autism Alliance of Michigan (AAoM) to support multiple efforts that address systemic barriers to high-quality, equitable opportunities in education for students with disabilities in Michigan.

Populations of color are doubly impacted, with fewer resources, inclusive opportunities, and excessive episodes of seclusion, restraint, and discipline. We have to do better. With support from The Skillman Foundation, AAoM will deepen collaborations with Detroit community partners in order to build and launch a new parent advocacy cohort that engages, equips, and empowers Detroit families of students with disabilities.

AAoM will dive deeper into understanding Detroit students and families in order to expose disparities in education during ongoing discussions with state leaders and will further emphasize work on growing the diversity in membership of its grassroots education coalition – the Michigan Parent, Advocate & Attorney Coalition (MiPAAC).

Cxbladder Monitor may be safely utilized to reduce the intensity of surveillance cystoscopy and appears acceptable to patients as an in-home test.

Cancer diagnostics company Pacific Edge (NZX, ASX: PEB) today welcomes the release of new research supporting the clinical utility of the company’s genomic biomarker test Cxbladder Monitor in the surveillance for bladder cancer recurrence.

The independent study (1) is to be published in the prestigious journal Urologic Oncology and was undertaken at the University of California San Francisco (UCSF) and the University of Michigan. It examined whether a negative Cxbladder Monitor test could safely postpone a patient’s next scheduled cystoscopy, the current ‘gold standard’ for bladder cancer surveillance.

The study covered a sample of 92 US-based patients under surveillance for bladder cancer recurrence during the COVID pandemic lockdown. The patients – under the virtual supervision of their clinicians – opted to use Cxbladder Monitor leveraging Pacific Edge’s Patient In-Home Sampling System (PIHSS) as a first step to overcome pandemic-related limits on clinical evaluation slots and the risks of COVID infection during travel to and from appointments.

Of the sample, 66 patients tested negative for Cxbladder Monitor. Of those, 52 patients underwent a follow up cystoscopy, and all were tumor free – a result that supports the growing portfolio of evidence that Cxbladder Monitor can safely reduce surveillance cystoscopies without compromising cancer detection (2). Meanwhile, a patient satisfaction survey of those who took the Cxbladder Monitor test at UCSF revealed strong patient acceptance for the test and the PIHSS.(3)

The authors, while suggesting the value of further validation, said: “Cxbladder Monitor may be safely utilized to reduce the intensity of surveillance cystoscopy and appears acceptable to patients as an in-home test.”

But the absence of tumors in all patients that had a follow up cystoscopy and the strong patient endorsement of the test and our patient in home sampling system are great examples of the value of our tests.”

“We are also encouraged that the study considered patients with medical histories that broadly spanned the spectrum of recurrence risk, as defined by the American Urological Association and included both primary and recurrent tumors,” Dr Aboushwareb said.

“These results therefore further support the clinical utility of Cxbladder Monitor in diverse populations. We are looking forward to building on this study with our own clinical research program and the broad range of independent studies focused on Cxbladder taking place around the world.”

Nine of the 24 patients that tested Cxbladder Monitor positive and then had an immediate clinical evaluation and cystoscopy were found to have cancer including one patient that had cancer in the upper tract.

(3) 41 of the 57 patients at UCSF completed the survey and rated the PiHSS on ease of use on a scale of 1 to 5 (5 easiest) and whether they would consider using CxbM to skip cystoscopies in the future. The survey delivered a median response of ‘5’ for the first question, while 73% responded ‘yes’ to the second.

Employees routinely earned non-discretionary incentive wages which increased their regular rate of pay. However, when paid sick pay wages, it was allegedly paid at the base rate of pay rather than the higher regular rate of pay.
