Gumbiner Savett Inc. Supports Breast Cancer Awareness in October

We feel it is important that as a firm, we support local charities like the Dr. Susan Love Foundation for Breast Cancer Research.

Gumbiner Savett Inc., a full-service public accounting firm in Southern California, dedicated their October 2019 fundraising effort to Breast Cancer Awareness Month, specifically to the Dr. Susan Love Foundation for Breast Cancer Research.

The firm held bake sales throughout the month allowing employees to show off their baking skills and raise money for the foundation. During the course of the month, the firm collected names of employees’ family and friends who are survivors and have fought the disease and honored them at the final bake sale dedicating the fundraising effort to them. The firm will match all proceeds raised.

WEDI Applauds Rescinding of Health Plan Identifier (HPID) by CMS

WEDI, the nation’s leading nonprofit authority on the use of health IT to create efficiencies in health care information exchange, today applauded the rescinding by the Department of Health and Human Services (HHS) of the Unique Health Plan Identifier (HPID) under the Administrative Simplification provisions of the Health Insurance Portability and Accountability Act of 1996 (HIPAA).

On October 28, 2019, HHS published in the Federal Register the final rule CMS-0054-F. This Final Rule amends 45 CFR 162.103 and repeals 45 CFR 162.502-514 to rescind the adoption of the Health Plan Identifier (HPID) and Other Entity Identifier (OEID). The final rule eliminates the regulatory requirement for health plans to obtain and use an HPID and eliminates the voluntary acquisition and use of the OEID. The final rule also simplifies the process for deactivating the existing identifiers to minimize operational costs for covered entities. On or after the effective date of this final rule – December 27, 2019 – any active HPID or OEID will be automatically deactivated in the Health Plan or Other Entity Enumeration System (HPOES).

“WEDI, along with other health care industry stakeholders, has played a significant role in guiding direction for the HPID implementation planning,” said Charles Stellar, President and CEO of WEDI. “After it became clear in the early years after the rule was issued, that the HPID and its implementation was going to be very complex with little return on investment to the industry, WEDI further engaged the industry, resulting in modifying our comment to support no implementation of HPID was needed so we applaud the decision by HHS.”


  • On July 22, 2015, Jean Narcisi, then-Chair of the WEDI Board of Directors issued a comment letter to Centers for Medicare & Medicaid Services Acting Administrator Andrew Slavitt to request information regarding the requirements for the Health Plan Identifier, while sharing extensive feedback and guidance from WEDI members and other industry stakeholders.
  • On May 3, 2017, Laurie Darst, then-Chair of the WEDI Board of Directors and Co-Chair of the WEDI Health Plan Identifier Workgroup issued a statement on behalf of WEDI to the National Committee on Vital and Health Statistics (NCVHS) Subcommittee on Standards that HPID not be used in transactions and that the HPID enumeration was not needed at all.

Jericho Project Receives $2.2-MM in VA Grants to Combat Veterans Homelessness

Jericho Project, a nationally-acclaimed nonprofit ending homeless at its roots, has won a two-year $2-million grant from the U.S. Department of Veterans Affairs to launch a new program to reduce homelessness among veterans and their families across the five boroughs of New York City.

The grant is part of the VA’s Supportive Services for Veteran Families (SSVF) program. It will enable Jericho to fast-track more veterans to housing, providing them with both the financial support – 35% of the cost of their housing for two years – as well as the vital connections to a network of landlords who are proud to offer affordable, clean and safe housing to veterans and their families.

“Many Veterans face an increasingly challenging housing market with rents rising faster than the wages of low-income families. Offering a fixed rental subsidy for two years brings the cost of more units into reach, expanding the affordable housing supply. This subsidy, coupled with a strong partnership with the Department of Labor’s employment programs such as the Homeless Veterans Reintegration Program, may give Veterans the time they need to increase their income so they are no longer severely rent burdened – and escape the continued specter of homelessness,” said John Kuhn, Director of the SSVF program, VA’s homelessness prevention and rapid re-housing initiative.

At the same time, Jericho received a separate grant from the VA for $200,000 for the Grant and Per Diem (GPD) Case Management Program. This program allows the nonprofit to provide a dedicated Case Manager to work closely with veterans as they move from homelessness into independent housing in the community. The Case Manager helps the formerly homeless veterans become more stable in their new apartments and access the employment, health and social support systems they need to sustain their housing. Crucially, this includes regular meetings for six months to ensure that the veteran has the resources to resume civilian life with dignity.

“These generous grants from the VA will not only close the gap between a veteran’s stability and homelessness, but it will also allow them to prevent homelessness and build for the future,” said Jericho Project CEO Tori Lyon.

Jericho brings to this goal its expert team of professionals who work with trusted landlords to locate apartments suitable for the veteran’s location and family size, help negotiate the rental agreement, and provide additional employment or services enabling the veteran to prepare themselves to live independently within two years.

Jericho services 2,500 adults and families, to include some 750 veterans, every year. Of those veterans, Jericho’s SSVF program supports 475 low-income veterans and their families every year, with assistance either to prevent imminent homelessness or to rapidly re-house veterans who have recently become homeless. The SSVF program helps them to obtain housing and employment as quickly as possible. This grant will enable them to serve an additional 90 veterans.

These new programs are part of Jericho’s groundbreaking Veterans Initiative first launched in 2007 that would result in the nonprofit designing and building three state-of-the-art LEED-certified Veterans Residences in the Bronx: Kingsbridge Terrace, Fordham Village and the newest residence, Walton House.

There veterans from all eras pay a third of their income for their own lease and key to an affordable studio apartment with access to their case manager and other support services, such as employment and mental health on site and through Jericho’s network of providers. With studio apartments, community and computer rooms, gyms and gardens, veterans can access the specific counseling they need – whether they are coping with substance abuse or Post Traumatic Stress, seeking education and jobs, or reuniting with their families.

Additionally, the Jericho Veteran Employment Program (JVEP) helps veterans without a secure income to gain employment to prevent their homelessness.

Designs for Health Sees a Ketogenic Diet as an Alternative that May Benefit People with Type 2 Diabetes

Jason Bosley-Smith, MS, LDN, CNS, FDN and Director of Education at Designs for Health (DFH), explains that “If you have been diagnosed with diabetes or if your physician has shared that your blood work indicates a pre-diabetic state, transitioning to a ketogenic diet will reduce high blood sugar levels by lowering the carbohydrates you consume. With less sugar and carbohydrates being introduced into your body, your cells will begin responding better to hormonal signals that help regulate your metabolism,” adding that, “this may help you shift away from insulin resistance – a physiological state where your body is unable to effectively utilize sugar or glucose for energy production.”

As an alternative, Bosley-Smith explains that a ketogenic diet will help the body become more “metabolically flexible” and able to efficiently generate energy from the ketones produced. This insulin resistant state is associated not only with diabetes, but also with weight gain and other complications that accompany it. Research indicates that, while not necessarily the primary goal of a ketogenic diet, many individuals lose weight when they reduce and restrict carbohydrate intake and adopt a keto approach.

For this regime, individuals should focus on low-carb meals featuring non-starchy vegetables, moderate amounts of protein from meats and poultry, and plenty of healthy fats from foods such as olive and coconut oil, fish, and nuts. There are also great keto snack choices that will help curb sweet cravings. DFH recently launched their KTO-360TM product line made with the keto-friendly, next-generation sweetener, Allulose.

There has been progress around the disease nationwide; researchers reported earlier this year that new cases of diagnosed diabetes dropped 35% while no increase was detected in total cases (CVC Report). Leading Community Organizations Join to Present “The Full Case for NY Surrogacy Reform”

On Friday, November 8th, 2019, leading community organizations are holding in New York City an unprecedented event where the core ethical issues associated with surrogacy legislation will be tackled in a frank and thorough way. The co-sponsors for this event include Men Having Babies, RESOLVE: The National Infertility Association, Family Equality Council, Equality NY, Stonewall Democrats of NYC, and The Academy of Adoption and Assisted Reproduction Attorneys.

The Child Parent Security Act (CPSA), which will reverse the ban on compensated surrogacy in New York State, was passed by the NY Senate earlier this year, and is likely to come up for a vote in the Assembly in the 2020 legislative session.

Several organizations that support the reform have assembled more than 30 speakers to help answer core questions such as: how do you justify the payment of compensation to gestational carriers, and what is this compensation for? What does academic research show about medical and psychological outcomes for the parties involved? What do medical, psychological, and legal experts recommend? How do surrogates and their families feel about the proposed bill? And what is the position of leading human rights organizations?

“While we think it is the most comprehensive and thoughtful surrogacy legislation ever drafted, the CPSA also faced criticism and claims that not enough discussion has taken place about ethical concerns,” said Ron Poole-Dayan, the Executive Director of Men Having Babies, an organization that offers education and financial assistance to thousands of prospective gay fathers. “Therefore, we put together a program to offer medical, legal, ethical and historical perspectives on this debate, a review of relevant research findings, and a thorough analysis of how we think the proposed surrogacy legislation addresses core ethical issues & essential best practices,” he said.

“We know firsthand how complicated gestational surrogacy can be when advocating for this family building option with lawmakers,” said Barbara Collura, the President and CEO of RESOLVE: The National Infertility Association. “This forum will be an excellent opportunity to take an in-depth look at the impact of current and proposed policy in New York.”

Among the speakers are several surrogates, their young adult children, children born through surrogacy, academic researchers, representatives of community organizations and international human rights organizations, and leading legal, mental health and medical experts.

Organizers are inviting lawmakers, community activists, professionals, academicians, students, parents and prospective parents to listen and offer feedback. More than 100 people already registered to attend.

Senator Brad Hoylman, who led the approval of the CPSA in the NY Senate, said: “The Trump Administration recently announced new rules to allow adoption agencies to discriminate against LGBTQ parents. For many in the LGBTQ community, gestational surrogacy could be the only option to start a family. Yet for decades, families like mine have had to travel out-of-state for gestational surrogacy. It’s long past time New York ends the antiquated ban on gestational surrogacy so LGBTQ couples and people experiencing infertility can build their families here at home. I’m grateful to Men Having Babies for hosting this important event, and I’m committed to passing my bill to legalize gestational surrogacy in this year’s legislative session.”
