Automated Vehicle Safety Consortium Publishes Best Practice for Evaluating Autonomous Vehicle Safety Performance

The Automated Vehicle Safety Consortium™ (AVSC) today announced the availability of a new best practice titled, Evaluation of Behavioral Competencies for Automated Driving System Dedicated Vehicles (ADS-DVs). The new guidelines integrate the AVSC’s Metrics and Methods for Assessing Safety Performance of Automated Driving Systems (ADS) and best practice for Operational Design Domain (ODD) to provide a framework for manufacturers to evaluate the behavioral competency of automated vehicles.

“As automated driving system testing advances, it is important that manufacturers communicate information about the safety of their vehicles in a consistent way, while still using testing protocols specific to their systems and ODDs,” said Amy Chu, director of the AVSC. “With the framework in our new best practice, manufacturers can evaluate the safety performance of their vehicles based on an elemental set of behavioral competencies such as maintaining proper lane position or responding appropriately in work zones. Linking behavioral competencies to a key set of scenarios for a given ODD provides relevant evidence for ADS safety performance and increases confidence in the safety performance of an AV.”

The new best practice provides an approach to specify testable AV behavior by:

  •     Clarifying a lexicon surrounding automated vehicle behaviors,
  •     Enumerating an elemental set of behaviors, and
  •     Demonstrating how to derive metrics to evaluate AV behavioral competence.

Real-world driving involves complex interactions among numerous systems. In order to evaluate as many ADS subtasks within the DDT as possible, developers align them to a generalized set of behaviors. Developers then use system engineering techniques to map these behaviors to an elemental set of behavioral competencies. In other words, competence is considered as a collection of behaviors that cover a context-relevant and predictable part of the broader driving task. Proficiency across a set of behavioral competencies provides directional indication of the ADS-DV safety performance. For example, in the context of driving on a highway while maintaining a lane and approaching another vehicle, the ADS-DV would be expected to keep a safe distance, maintain the speed limit, and monitor the behavior of the vehicle in front of it while preparing to react if the scenario changes.

Human driver tests evaluate candidates against a small number of tasks which represent driving across a variety of different, related scenarios. Although human driving tests reflect a person’s ability to execute key driving tasks and knowledge of driving law, they do not reflect a human’s driving skill in every situation.

“Providing a framework for manufacturers to link behavioral competencies to key scenarios provides evidence for ADS safety performance that manufacturers can use to build their case for safety. This is another important step in engendering public trust and confidence in the testing and deployment of automated vehicles,” added Chu.

Key Product Facts:

1.    Higher performance: Nanotech Energy’s proprietary non-flammable graphene-based battery technology demonstrated more than 1400 cycles (nearly 10 years) of use for 80% cut-off, compared to a traditional lithium-ion battery’s 300-500 cycles (about two to three years). Unlike traditional lithium-ion batteries, Nanotech Energy’s batteries also maintain performance even during extreme weather (-40°C to +60°C / -40°F to +140°F), and decrease charge times significantly. Additionally, Nanotech Energy batteries can enable electric cars to achieve a range of more than 400 miles and operate in extreme weather conditions (heat or cold).

2.    Safer: In tests, traditional lithium-ion batteries catch fire immediately when penetrated, reaching extreme temperatures of nearly 750⁰C (1382⁰F). Nanotech Energy batteries vent some fumes with a maximum observed temperature of 100⁰C, but are not flammable and do not ignite. They also hold their charge at temperatures as high as 356°F (180°C), while commercial batteries discharge their energy at nearly 230°F (110⁰C). Thermal stability is critical to preventing thermal runaway, which causes battery fires, providing a promising solution to the long-standing safety problems of lithium-ion batteries.

3.    Sustainable: Traditional lithium-ion batteries are not sustainable. They have their own sustainability issues due to the lack of effective methods for recycling the valuable metals (such as nickel, cobalt, manganese and lithium) that constitute the battery at the end of its life. Graphene is an abundant resource that can be produced more ethically and sustainably. Graphene also enables the use of less metals in battery manufacture, making the recycling of lithium-ion batteries more sustainable. Traditional lithium-ion batteries last 300-500 cycles (about two to three years); Nanotech Energy’s proprietary non-flammable graphene-based battery technology demonstrated more than 1400 cycles (nearly 10 years), with options for more sustainable models that are easily recycled. Additionally, by extending the lifetime of the battery from two to three years to more than ten years, Nanotech Energy’s batteries promise to produce more sustainable energy storage systems due to the use of fewer batteries.

Kongsberg Geospatial, a geospatial software technology company, announced today that their TerraLens geospatial software development kit (SDK), was selected by Ultra to provide the geospatial display and rendering engine for the next generation of US Navy Surface Search Radars.

Ultra Naval Systems and Sensors was awarded a $42M USD contract in July 2020 to develop and manufacture a new surface fleet radar system to replace legacy navigation radars and deliver next generation technologies. The Next Generation Surface Search Radar (NGSSR) is a multi-mission radar focused on safe navigation, surface search and periscope detection.

Navigation and situational awareness are core functions for all surface warships, but these routine tasks are becoming more difficult as the ocean becomes increasingly complex with the proliferation of inexpensive solid-state radar, which contribute to ship and radio traffic. Debris like floating transport containers, air traffic and land-based radar also contribute to crowding and confusing the radio spectrum.

The NGSSR incorporates the latest digital technology and a software-based technology designed to extend, enhance and optimize radar system performance.

Clinerion technology used by the Swiss Personalized Health Network to enable feasibility queries on clinical data across all five of Switzerland’s university hospitals

Clinerion was selected by the Swiss Personalized Health Network (SPHN) to be the backbone of its Federated Query System (FQS) due to the unique nature of its patented federated cloud infrastructure, which allows patient data to remain inside the IT infrastructure and under the control of each hospital, while still allowing queries of anonymized and obfuscated patient data from other hospitals in the network.

The five university hospitals of Switzerland are:

  • Centre hospitalier universitaire Vaudois – CHUV (Lausanne University Hospital)
  • Hôpitaux Universitaires de Genève – HUG (Geneva University Hospitals)
  • Inselspital, Universitätsspital Bern – INSEL (University Hospital of Bern)
  • Universitätsspital Basel – USB (University Hospital of Basel)
  • Universitätsspital Zürich – USZ (University Hospital of Zürich)

The FQS allows researchers to verify the feasibility of their project by assessing whether suitable patient data for specific research questions exist at Swiss university hospitals. The available information in the system, currently more than 70 million data elements from over 450’000 patients, who have consented to the further use of their data for research purposes, is a subset of the clinical data of all five university hospitals.

The platform includes demographic data (age and gender), diagnosis (coded in ICD-10), procedures (coded in CHOP), medication (coded in ATC), laboratory tests (coded in LOINC) and laboratory test results with units (according to UCUM). Under the project lead of the SPHN Data Coordination Center (DCC) managed by the SIB Swiss Institute of Bioinformatics, the clinical partners harmonized and standardized the anonymized clinical information, making it available for federated queries via a common front-end.

The FQS uses a customized version of Patient Network Explorer, enabling researchers to search for fully anonymized clinical information across all five university hospitals, while allowing the hospitals to retain full control over their data. It fully complies with privacy requirements, since only aggregated search results are shared with users and small patient numbers are obfuscated to prevent potential re-identification.

”For the first time, it is now possible to run feasibility queries for data-driven research projects over all five university hospitals in Switzerland. This is a major step for SPHN,” says Dr. Katrin Crameri, Director, Personalized Health Informatics of the Swiss Institute of Bioinformatics. “Adapting the Patient Network Explorer technology to SPHN’s needs and specifications was necessary because the focus of the SPHN Federated Query System lies on data. We are confident that the customization in Patient Network Explorer for SPHN can also be beneficial for other research networks outside Switzerland.”

Winners of National Civic Volunteer Award Announced by CivicPlus®

Three remarkable public servants were named today as the winners of the national 2021 Small Town America Civic Volunteer Award (STACVA), which honors 100 extraordinary civic volunteers each year in communities under 25,000 in population. This year’s program was extremely competitive, drawing nearly 700 nominations by local government leaders from 49 states—a 400 percent increase over 2020.

The national winner of the 2021 STACVA award is W. Paul Prince of Loris, South Carolina, who has served his town and county in various volunteer roles, including volunteer firefighter, for more than 56 years. The first runner-up is Boone Bowling of Middlesboro, Kentucky, the youngest council member ever elected in his town, who continues to compile an impressive volunteer record at 24. The second runner-up is Kimberly Loggins of Chickasha, Oklahoma. She has served in numerous leadership positions in the local government and community with a measurable impact on the town’s success.

The top three winners receive cash awards for their communities of $20,000, $10,000, and $5,000, respectively, provided by program sponsor CivicPlus. In addition, each of the local governments represented by the top 100 honorees also qualifies for a volunteer management module designed by CivicPlus, a leader in technology solutions designed for local governments.

In addition to honoring the nation’s true “hometown heroes,” STACVA was designed to spotlight the urgent need for citizens to fill critical civic volunteer roles, including local government boards and councils, volunteer firefighters, EMTs, and the many civic volunteer efforts that support local communities. The Barton Russell Group administers the program, which is co-sponsored by the National Association of Counties (NACo), the National Volunteer Fire Council, the National Association of Towns and Townships (NATaT), Points of Light, and Main Street America.

Top STACVA winner W. Paul Prince has responded to almost every fire and rescue call in Loris for 56 years and has not slowed down at the age of 78. He has responded to approximately 700 fire or medical calls each of the past three years and is on track to respond to more than 700 service calls again in 2021.

Paul was born and raised in Loris, and his love for the community has led him to serve Loris and Horry County his entire adult life. He recently retired after 30 years as a Horry County Councilman and has also served for more than 50 years in various community organizations, including the Civitan Club, Merchants Association, Athletic Boosters Club, Jaycees, and the Loris Chamber of Commerce. Paul has also volunteered as a youth coach for the city recreation league and school athletic programs, coaching baseball, basketball, and football for more than 25 years.

The first runner-up, Boone Bowling, was the youngest person ever to be elected to the Middlesboro, Kentucky, City Council. He immediately stepped in as voluntary Parks and Recreation Chairman at age 22. He has successfully secured grants for new recreation equipment and personally helped construct them in three city parks that had not been significantly upgraded in more than 60 years. Boone also started a nonprofit to fund projects in the community and a scholarship at Middlesboro High School that offers $1,000 to senior students wishing to attend vocational or trade schools.

Boone volunteers on the Bell County Economic Foundation Board, Youth Advisory Board for Middlesboro Schools, and Kiwanis Board. In addition, he serves as a youth basketball coach outside of his City Council position and nonprofit roles.

Second runner-up Kimberly Loggins is a graduate of Leadership Chickasha and Leadership Oklahoma, currently serving as co-chair of Leadership Chickasha. In this role, she helps develop informed, effective leaders for the community. Kimberly also served as a Chickasha City Council member for six years, concurrently serving as Vice Mayor for four years, and was appointed to the Chickasha Industrial Authority board.

Kimberly’s enthusiasm for the community is visible in the many annual events she has supported to help revitalize the Chickasha downtown. Several years ago, she recruited volunteers, led fundraising, and organized events during the holiday season to draw more people downtown. This show of holiday spirit encouraged other downtown business owners to decorate their storefronts as well. Today, with the help of the Chamber of Commerce, downtown businesses stay open later and host special events throughout the season. The excitement started by Kimberly three years ago has continued to grow, all to benefit the town’s downtown corridor.

The three 2021 STACVA winners were honored today in a virtual, national ceremony.
