Damo Consulting Expands Board of Advisors

Harry Fox was the Executive Vice President, Chief Information Officer & Shared Services Executive at CareFirst Blue Cross Blue Shield from 2011 to mid-2018. Before CareFirst Blue Cross Blue Shield, Harry was the regional CIO for Kaiser Permanente’s Mid-Atlantic Region where he had overall accountability for all IT products and services delivered to the Mid-Atlantic region, including KP’s Electronic Medical Record System (EMR), EPIC from mid-2008 to 2011. Before Kaiser, from 1999 to mid- 2008, he was associated with Coventry Health Care (now Aetna) as the VP of Information Technology. His responsibilities included all internet, e-Commerce, EDI, information management, data warehousing and business reporting initiatives from strategy through implementation.

Harry has an extensive experience with information systems and has worked for thirty years in various IT leadership roles. He has a strong background with focus on cybersecurity, healthcare systems, and strategic architecture. He has also extensively worked in eCommerce, large scale systems development, data warehousing, business analytics, emerging strategy for cloud, blockchain, and big data.

2020 Armed Forces Insurance Military Spouse of the Year® Awarded


For the first time in award history, a Coast Guard spouse, Paulette Fryar, has been named the 2020 Armed Forces Insurance Military Spouse of the Year®, a program designed to honor and recognize exceptional spouses who have made a selfless commitment to serve their community. This year, the winner was announced during a virtual reveal at Fort Leavenworth, KS, on May 7.

Paulette and husband, Commander Troy Fryar, Coast Guard, are currently stationed at the Personnel Service Center located at Coast Guard Headquarters in Washington, D.C. She was recognized for her community engagement efforts and mentoring young military spouse moms through Mothers of Preschoolers (MOPs), an international support program designed to encourage mothers with children under school age through relationships and resources.

Military spouses have the added challenges of frequent moves, extensive training, distance from family, and extended deployments. “I had never lived anywhere, but in my hometown of Vancouver, WA, near my parents, siblings, and lifelong friends. Getting remarried, moving to a place I had never lived nor experienced, and living a new life as a military spouse while suddenly raising a blended family of four boys, often on my own, was a huge challenge,” said Paulette.

Finding support as a military spouse can be a daunting task. Paulette began mentoring with MOPs at the Fort Belvoir, VA chapel, which helps more than 120 young military spouses every year find their tribe through authentic community, mothering support, personal growth, and spiritual hope.

“With our adult kids living 3,000 miles away, we’re now empty nesters, and in this new stage in our lives, more so, my life as a mom, I’m learning to reestablish myself in a new community. Now I use my time to give back. At MOPs, we come together like a family in a supportive environment to help each other navigate an unpredictable life that includes many hellos and constant goodbyes,” said Paulette.

“This year is unique as our 2020 recipient comes from our nation’s Coast Guard. Since 1790 our Coast Guard has continuously defended our country and participated in every major military conflict we have been engaged in. The challenges faced by members of the Coast Guard and their spouses are very much what all our other military members face to include PCS moves and deployments. Therefore it is our privilege to recognize Ms. Paulette Fryar as the 2020 Armed Forces Insurance Military Spouse of the Year®. Paulette was chosen after an extensive voting and board process. TRC Co-Founder and Chairman of the Board Passes Away


Embree L. Robinson

TRC is saddened to announce the passing of Embree Robinson, co-founder and current TRC Chairman of the Board. In 1980, Embree was one of the original founders of TRC Staffing along with friend and business partner Roy Cannon. As a pillar in the Staffing community, both locally and nationally, Embree helped build TRC on principles and values that reflect the highest level of service to candidate and client alike. TRC became one of the fastest-growing temporary staffing companies in the US, helping Embree earn Ernst & Young’s Entrepreneur of the Year award in 1987.

Through his leadership, acute knowledge of the marketplace, and ability to embrace change, Embree built an organization that has remained profitable each of its 40 years, even in tough market conditions. In January of 2009, he stepped out of the day-to-day operations of the company, handing over that responsibility to his son Brian Robinson as President and CEO. Throughout these last 11 years, Embree still remained on as Chairman of the Board of Directors and continued to serve as a close advisor.

Although he is no longer with us, Embree’s legacy will forever remain in both the organization and the lives of so many people that he mentored and invested in throughout the years. He is survived by Karen, his wife of 50 years, their children Christina and Brian, and grandchildren Tyler, Katie, and Emma.

National Study Finds Most States Lack Healthcare Price Transparency Laws


“Robust price transparency laws are clearly not widespread in the U.S.” – Barbara Anthony, Pioneer Institute

At a time when the coronavirus pandemic has caused massive shifts in state policies on telehealth and scope of practice in healthcare, a new Pioneer Institute study underscores that most of the 50 states continue to suffer from weak laws regarding price transparency. The study identified states that have laws that require carriers, providers or both to provide personalized cost information to consumers before obtaining healthcare services. Fully 33 states placed in the lowest of the three broad analytic tiers on the strength of their state healthcare transparency laws.

“Robust price transparency laws are clearly not widespread in the U.S.,” said Barbara Anthony, a co-author of “Status of Healthcare Price Transparency Across the United States.”

Alaska, Massachusetts, and Minnesota placed in the highest tier, which requires both providers and insurance carriers to supply price information that reflects, to the greatest degree possible, the amount a consumer would have to pay for a medical procedure.

“This study provides a snapshot of the statutory requirements in our 50 states. That’s the baseline where the conversation on patient access to prices must start,” said Jim Stergios, executive director of Pioneer Institute. “While Massachusetts and five other states have, according to our analyses, the strongest legal requirements in the country, the competition is not steep. We have a long way to go.”

Under Massachusetts law, both providers and carriers are required to make price estimates available within two business days of a request received via email or phone.

Carriers are required to provide a website and toll-free number that allow consumers to obtain real-time estimates and facilitate comparisons among care options. The carriers must not only show a consumer’s out-of-pocket costs, but also the amount remaining on his or her deductible.

Rounding out the six states with the strongest laws are Florida, Nebraska, and Tennessee, which require either providers or carriers to supply price information.

The remaining states fall into Tiers 2, 2A and 3:

  • The study categorizes laws in nine states as Tier 2, which means they require price estimates when certain conditions are met.
  • New Hampshire and Washington are categorized as Tier 2A, which means they offer web tools that provide comprehensive price estimates even though the tools are not required by law.
  • About two thirds of the states – 33 in all – fall into Tier 3, meaning they have no laws regarding personalized price estimates, although about half of these states offer some type of web tool that provides some more general, non-personalized, cost information.

The authors offer states three main recommendations to improve healthcare price transparency. First, states should require or create incentives for making personalized cost estimates available in all non-emergent cases.

A recent Massachusetts survey of insured workers found that while 70 percent wanted to know the out-of-pocket cost for any medical procedure before it was performed, most do not know how to access such information even though it is available. Given this under-utilization of so-called cost estimator tools, the authors recommend that states partner with employers, carriers, and providers to create methods to educate individuals about the tools and resources available to them.

According to Anthony, “It’s no surprise that patients want to know how much treatments will cost, given that health insurance policy deductibles can be more than $7,000.”

Finally, Pioneer calls for leveraging the value of cost estimator tools by requiring that the tools make it easy for consumers to not only access cost information, but to make it easy to compare prices among various providers. In addition, the report recommends that carriers and employers focus more on providing cash rewards to incent consumers to choose high value/lower cost providers.

“With the pandemic upending many long-term arrangements among the various industry players, now is the time to give patients the same kind of information they have in every other part of their lives,” said Jim Stergios. “The polling shows that, while Massachusetts fares better on its statutes, the implementation of the law shows that patients want action and less talk.”

The study also describes recent efforts by the federal government to require more hospital and carrier price transparency. Readers will find the report heavily annotated and rich with references to state laws across the country as well as to numerous websites operated by various states.

IPMA-HR Names Cara Woodson Welch as New Executive Director

The Executive Council of the International Public Management Association for Human Resources (IPMA-HR), the leading public sector human resource organization in the world, selected Cara Woodson Welch, Esq., to serve as the Association’s new executive director.

In announcing the appointment, 2020 IPMA-HR President Cheryl Cepelak said, “We are thrilled to welcome Cara to our organization. Cara will be joining the organization at a pivotal time in our country’s economic history, including unprecedented challenges to the public sector. With her broad and deep association and nonprofit executive management experience, she is the thought leader and organizational strategist that IPMA-HR needs to flourish and grow.”

Welch is a member of the DC Bar, and she joins IPMA-HR with nearly 30 years of experience in association management and leadership. Most recently, Welch was general counsel for WorldatWork, a total rewards HR membership association. She was also vice president for external affairs and practice leadership at WorldatWork.

Welch’s other association service includes being general counsel and vice president of advocacy at the Design-Build Institute of America, and the director of government affairs and legal counsel for the American Society of Landscape Architects.

Welch also comes to IPMA-HR with public sector experience. Early in her career, she completed a fellowship with the human resources division of the Social Security Administration. Many of her former positions involved handling regulatory issues, state and local government affairs, and legislative affairs.

Welch holds a J.D. from Georgetown University Law Center, and she earned a B.A. in international studies and French with a minor in political science from Macalester College.

“I am honored to join such a distinguished organization.” Welch said. “I believe that IPMA-HR has a vital role to play as the premier organization for public sector human resource professionals, and I look forward to leading IPMA-HR into the future.”

Welch succeeds Neil Reichenberg, who is retiring from the organization. “Neil has provided excellent leadership of IPMA-HR for over 24 years,” Cepelak said. “We can’t thank him enough for laying the foundation for this change.”
