Employee Health Systems Medical Group Reaches Settlement with California Department of Managed Health Care

Patients and healthcare providers alike realize the importance of maintaining the integrity and continuity of care to achieve optimal health outcomes.

Employee Health Systems Medical Group (EHS) reached a settlement with the Department of Managed Healthcare (DMHC).

Court documents allege in late 2017, EHS became embroiled in the SynerMed collapse when the DMHC took the unprecedented step of ordering nine medical groups, including EHS, to discontinue their service contracts over SynerMed’s alleged misconduct. Further, the agency ordered health plans to terminate their agreements with EHS.

EHS continued to assert that the allegations against them were a case of collateral damage and sought to reverse the Cease and Desist Order. Under the settlement, the DMHC issued an order directed to the health plans withdrawing and vacating the December 26, 2017, Cease and Desist Order. The parties also agreed to a mutual release and a cash payment by DMHC to EHS. EHS indicated that the funds will be used to support the underserved in Downtown Los Angeles.

EHS’ new Board of Directors issued a statement saying, “Setting the record straight with the DMHC became our primary focus over the last 3 years. Historically, EHS was amongst the largest and best-performing medical groups in California. We were determined to revive EHS’ network and protect the interests of patients, physicians and our healthcare communities. This settlement enables us to reactivate our contracted relationships with the health plans and do just that.”

Recognizing the disproportionate access to quality health care, EHS is taking on the challenge of preserving gains made in these traditionally neglected communities. The IPA is launching an aggressive outreach campaign to appeal to the more than 10,000 physicians in EHS’ network and is already in active negotiations with several health plans.

EHS was a major provider of healthcare services to patients primarily through minority-owned medical practices. These populations traditionally rely upon smaller, independent practices to provide much-needed healthcare to their local communities in Northern California, the Central Valley, Inland Empire, Los Angeles and Orange counties. Data estimates show that nearly 90% of EHS members were on California’s Medi-Cal program for lower income patients. In light of the recent attacks on Asian Americans, many EHS physicians touted the settlement as a victory for the network that services a large AAPI population.

The EHS Board adds, “With this matter behind us, we are pleased to continue building upon our 30-year foundation. Patients and healthcare providers alike realize the importance of maintaining the integrity and continuity of care to achieve optimal health outcomes.”

Chacruna Institute releases its second workshop on implicit bias for Psychedelic Therapists, Researchers, and Educators

The most difficult part of implicit bias is that we don’t know we have it and we have no idea how it is impacting our relationships with others, including our clients.

On Mon, December 13, 2021, the Chacruna Institute for Psychedelic Plant Medicines will be hosting an interactive workshop “Implicit Bias, Therapy, and Psychedelics: Reducing the Impact of Bias on Therapy, Education, Training, and Research.” Participants of this workshop will learn about implicit bias, what it is, why it happens, and how it impacts our interactions in personal and professional contexts.

As decriminalization, legalization, and medicalization of psychedelics advance in the U.S., there has been relatively little done to address the racism and injustice that BIPOC individuals face on any given day. ​“After the success and good reception of our first workshop on this subject, we are proud to release a second edition, which continues to reinforce the mission of our Racial Equity and Access Committee” shares Bia Labate, Ph.D., social anthropologist and the Executive Director of the Chacruna Institute.

“The most difficult part of implicit bias is that we don’t know we have it and we have no idea how it is impacting our relationships with others, including our clients,” says NiCole T. Buchanan, Ph.D., clinical psychologist, author of “Psychedelic Justice: Creating a Socially Just Psychedelic Renaissance” and member of the Chacruna Institute’s Racial Equity and Access Committee. “Knowing how to deal with bias will make you a better therapist, mentor, and scholar. This interactive workshop will not only raise your awareness of biases, but give you concrete skills for reducing their impact and proactively addressing bias when it happens.”

The workshop’s main objectives are to:

1) Raise awareness of implicit bias and its development over time;

2) Understand how implicit bias can compromise client/customer/patient care, interfere with healthy workplace relationships, and place individuals and organizations at risk for litigation;

3) Outline the costs associated with implicit bias and how it impacts education, business, medical and mental health practice, client care, provider-client trust and alliance;

4) Review individual, supervisory, and organizational strategies for managing and reducing implicit bias and its impact;

5) Learn in-the-moment face-to-face strategies for addressing bias.



“It is not a question of whether implicit bias exists, but rather to what extent it impacts our personal and professional interactions,” shares Diana Quinn, ND, naturopathic doctor and member of Chacruna Institute’s Racial Access and Equity Committee. “Dr. NiCole Buchanan’s expertise in this workshop will be a guiding light for those seeking to increase their awareness of implicit bias, and to develop strategies to reduce its impact and gain greater cultural competency.”

Last summer, MAPS and several other psychedelic organizations published their #BlackLivesMatter statements of solidarity on social media sites to join in on the global conversation about racism, social justice, and allyship. While the vast majority of commenters supported and applauded these anti-racist efforts, many comments were hostile and anti-BLM, which exposed that racism is prevalent within the psychedelic community. In response, members of the Chacruna Institute’s Racial Equity and Access Committee analyzed the comment sections of several of the psychedelic organizations’ statements of solidarity social media posts, and discovered several myths that are perpetuated by members of the psychedelic field. Some of these myths include:

1) That talking about race is a racist act

2) Taking psychedelics automatically cures someone of their racism

3) Psychedelics put you in unity with the cosmos and all beings

“These myths are simply not true!” exclaimed Dr. Labate. “During the workshop, we will not only discuss these myths, but practice concrete strategies to reduce bias and improve our connections across race and other differences.”

With this workshop, the Chacruna Institute and its Racial Equity and Access Committee continues to set the example for how psychedelic organizations can integrate solidarity, equity, and social justice into their professional and personal work.

She is an accomplished speaker, writer, and scholar with more than sixty journal articles, book chapters, and research reports focusing on workplace behaviors and their impact on organizational climate, employee well-being, and professional development. Her work has been highlighted in hundreds of media outlets including CBS News, the Huffington Post, and Essence Magazine and she has been a featured speaker for several programs including TEDx and National Public Radio (NPR).

Dr. Buchanan consults with organizations and personnel across the country, including medical professionals, attorneys, academic and practicing psychologists, human resource managers, and campus, city, and state police departments. However, mosquitoes are known for carrying arboviruses that have life altering effects including West Nile Virus.

The Tangipahoa Mosquito Abatement District, located an hour away from New Orleans, focuses on the disease management of these tiny critters. They do this for two reasons: (1) to ensure a healthy community from disease, such as West Nile Virus, and (2) social enjoyment of the outdoors.

With such a focused mission, it’s crucial that turnaround times for testing of arboviruses is easy, quick and efficient. To achieve results in minutes not days with a high accuracy, TMAD partnered with Pro-Lab Diagnostics to adopt a distinguished way that can produce inhouse results. That inhouse solution is called, ProAmpRT.

Community Health Plays an important Role

Colby Colona, MS is an upbeat and passionate Entomologist who has worked her way to Assistant Director of the TMAD. Part of Colby’s job is focused on mosquito control – trapping, sorting, inspecting, and shipping out for testing.

When TMAD is informed of a mosquito infestation, they will scan the area for volume to control. Once they have assessed the area and entrapped mosquitoes for sampling, the area will be sprayed to ensure community enjoyment.

After control, Colby’s team will sort and inspect the mosquitoes to be ready for testing of West Nile Virus. The testing process involves packing and shipping about half of the mosquito samples collected and sending those to be detected of any positives. After the samples are received, the testing lab will analyze the collected samples for any present arboviruses and notify TMAD of any positives. If positive samples are found, the community will be informed immediately to ensure public health safety in those areas.

Colby knew that TMAD could help with this testing process by finding a solution that is quick, reliable, and accurate. She reached out to Pro-Lab Diagnostics to assist in this solution.

Real Time Results

In 2018, TMAD invested in an inhouse testing solution specifically for the highly prevalent West Nile Virus. Wanting to be “proactive instead of reactive”, Colby shared with Pro-Lab Diagnostics how the LAMP Testing has “improved the testing process and eliminated turnaround time”.

TMAD is one of the first mosquito control districts in the state to adopt the technology manufactured by Pro-Lab Diagnostics, and Pro-Lab is pleased to share the results.

From taking TWO weeks to receive results of the collected samples, TMAD’s team can now collect, test, and receive results all in the same day, even within minutes. From testing ZERO samples a day to now testing THIRTY-TWO samples a day is a huge win for public health and safety of our local communities!

Pro-Lab Implements New Lab

After receiving the phone call from TMAD and determining the goals in mind, Pro-Lab Diagnostics’ team travelled out to Louisiana and set up a working lab to isolate and amplify genetic material to show the presence of West Nile Virus.

The workflow implemented consists of preparing reagents in the clean environment proved by Pro-Lab’s Class II A2 Biosafety Cabinets and PCR Hood, going through a process of centrifugation of the frozen collection of samples that are stored at -86C Freezer. Pipetting samples into the Genie II then reviewing the real time results that provide an official output of what is in the samples tested in less than 30 minutes.

The solutions that have been incorporated in this situation are designed to target detection of the organism’s RNAs, prevent contamination, and ensure accurate results.
