Senate Finance Committee Work is Essential to “Real” PBM Reform at the Federal Level


“NACDS urges Congress to continue to stand strong on a bipartisan basis to confront the middlemen’s ‘pharmaceutical benefit manipulation’ in healthcare and in the legislative process. Past is prologue, and the PBMs will attack and complicate this straightforward and necessary legislation in predictable and misleading ways. For all Americans and for all pharmacies, Congress cannot allow the derailing – or the sabotage – of necessary reforms.

“The legislation to be considered this Wednesday complements aspects of the Modernizing and Ensuring PBM Accountability Act passed previously by the Committee. Together, the two bills include the Medicaid reforms in the NACDS-backed Protect Patient Access to Pharmacies Act; the Medicare reforms in the NACDS-backed Neighborhood Options for Patients Buying Medicines Act – including the must-have ability to ensure ‘reasonable and relevant’ PBM contract terms in Medicare; provisions for strong CMS enforcement; as well as provisions related to Medicare quality measures and transparency.

“Further, it is imperative that the Committee and the Congress stay focused on preventing the ‘pharmaceutical benefit manipulation’ that middlemen achieve by blasting through loopholes in legislation and regulation. NACDS will continue to work with the Committee and with the Congress to identify and prevent well-intended policies that could lead to further manipulation by the PBMs, which harms Americans and pharmacies of all types and sizes.”

Holy Cross Health is Investing in the Future of Health Care and Employees Through Its Career Pathways Program


In 2019, Holy Cross Health’s Community Health Department initiated efforts to address the social needs, such as housing, food, and childcare, of colleagues, resulting in the creation of a specialized screening tool and the deployment of a Community Health Worker (CHW) to assess and support colleagues. This screening process identified key areas where colleagues required assistance, particularly those within departments with lower wages.

Building on this foundation, Holy Cross Health expanded the screening program in 2021, reaching 25% of its workforce, with approximately one-third of colleagues reporting at least one need. Food insecurity and the desire for increased work hours and higher pay emerged as top concerns among colleagues.

The Career Pathways Program was launched in the fall of 2022 to address these needs directly. This pioneering program offers colleagues the opportunity to advance within Holy Cross Health by completing certification programs. Eligible colleagues can apply to the program, and those selected enroll in certification courses tailored to their career goals. The program currently includes pathways for Certified Medical Assistants, Certified Nursing Assistants, Pharmacy Technicians, Central Sterile Processing Technicians, Certified Healthcare Access Associates, and Phlebotomy Technicians.

With generous support from Holy Cross Health Foundation donors and Maryland Physicians Care, the program covers tuition fees and provides additional resources. A dedicated CHW assists colleagues throughout the program, addressing any barriers they may encounter. Holy Cross Health partnered with Montgomery College and Anne Arundel Community College to offer coursework, ensuring colleagues receive high-quality education.

Draper Announces BARDA Award Supporting COVID and CBRN Countermeasure Development


Commenting on this partnership, Roger Odegard, senior program manager, National Security/Biosecurity Programs at Draper, said, “Draper’s collaboration with BARDA marks an important milestone in the development of the company’s end-to-end MCM evaluation and screening platform.”

Draper’s MCM evaluation platform consists of the PREDICT96 system, which is a high-throughput, microfluidic three-dimensional tissue culture platform, supported by a suite of organ-on-chip tissue models, molecular assays, omics-based technologies, and advanced analytical methods for biomarker discovery and biomarker correlation with animal models.

“PREDICT96 will enable the evaluation and screening of potential MCMs—comprising biological products, such as vaccines and antibody-based treatments, and drugs—that target high-priority CBRN threats and emerging infectious diseases,” said Tim Petrie, head of Strategy and Business Development, Pharmaceutical R&D Technologies at Draper.

Draper previously participated in BARDA’s ImmuneChip+ program for the development of a lung-on-chip that successfully modeled healthy and diseased tissue, and measured immune system activity and response to drugs. Recently, Draper reported development of the first organ-on-chip model of the human lung capable of accurately assessing the efficacy of SARS-CoV-2 therapeutics in a high-throughput system.

The MCM evaluation platform is part of an integrated portfolio of technologies and resources at Draper intended to help government, industry and academia make better use of biomedicine. Dr. Cooper was a faculty member in the Department Nutritional Sciences from 2015-2023 and was recently named as the Department Head in Kinesiology at the University of Georgia. She holds BS and MS degrees in Kinesiology (exercise physiology) from Michigan State University and a PhD in Nutritional Sciences from the University of Wisconsin- Madison.
