Healthcare Matters announced today that its video interview of U.S. Rep. Richard Hudson (R-NC8) about how conservative principles contained in the Accessible Care by Curbing Excessive LawSuitS (ACCESS) Act of 2019, a comprehensive medical malpractice reform bill he sponsored, can reduce the cost of healthcare is available at HERE.

The ACCESS Act is modeled after proven reforms already in place in Texas, California and many other states around the country that have improved access to affordable healthcare by increasing the number of practicing physicians and reducing medical lawsuit abuse. It would ensure full and unlimited recovery of economic damages for past and future medical expenses, rehabilitation costs and other out-of-pocket expenses, but limit non-economic damages, such as pain and suffering, to $250,000.

By enacting a reasonable statute of limitations for filing lawsuits, and limiting attorney fees, the ACCESS Act will ensure a speedier resolution to claims and that damage awards go to patients, not personal injury lawyers. Finally, the ACCESS Act protects the rights of states who have already enacted their own medical liability reforms or choose to do so in the future.

Recent estimates from the Congressional Budget Office (CBO) and the staff of the Joint Committee on Taxation (JCT) estimate that the provisions included in the ACCESS Act would reduce federal spending by about $14 billion over five years, and almost $50 billion over 10 years.

In the Healthcare Matters interview, Rep. Hudson argues these very needed medical liability reforms are in keeping with the Republican Party’s conservative vision for the American healthcare delivery system. This could potentially lead to physicians paying much less for their medical malpractice insurance coverage.

“In our repeal and replace legislation last year, what we were trying to do is bring market forces to bear in healthcare,” Rep. Hudson said. “Make the patient the decision-maker, and put more power in the hands of the patients. That’s why conservatives, we support things like health savings accounts. That’s why we support more transparency in billing. That’s why we want to empower patients to make these decisions about what insurance do they need for themselves and their family. We can’t overnight recreate the healthcare system, but we can make reforms that bring market forces to bear, which will preserve quality, but lower costs for individuals.”

Clinerion becomes EHDEN certified, supporting the building of a federated health data network in Europe


Clinerion was selected as one of eleven SMEs (Small and medium-sized enterprises) from a pool of twenty-eight eligible applications to the first EHDEN pilot call this year, to be trained and certified, with the objective to speed up the process to map health data from various formats and institutions to the OMOP common data model.

EHDEN aims to develop a federated and equitable ecosystem of institutions generating clinical data, with researchers across academia and industry, supported by certified and qualified SMEs, harmonizing clinical data and creating a network technology for real-world research. It will incorporate appropriate policy and regulatory requirements, such as the General Data Protection Regulation (GDPR) and ethical research guidelines, via privacy by design in its sociotechnical infrastructure.

Central to EHDEN will be the standardization of health data to the ‘Observational Medical Outcomes Partnership’ (OMOP) common data model (CDM) and the utilization of analytical tools such as those developed by the international ‘Observational Health Data Sciences and Informatics’ (OHDSI) open science collaboration and others.

EHDEN aims to harmonize 100 million anonymised health records over five years across multiple hospitals, primary care networks, regional databases, and similar, while developing a durable and sustainable network of mutual research interests. During the project, numerous use cases will validate EHDEN’s work with a focus on health outcomes, measured by relevant health outcome standards.

Accordia Health in Coosa County welcomes Alabama Gov. Kay Ivey for a visit

“I came to learn and see what we can do to replicate this model,” Ivey said to attendees.

Gov. Kay Ivey praised Accordia Health’s newly opened clinic as an example of how the medical community can better serve Alabama’s rural communities.

At Ivey’s request, she toured the facility on Tuesday, Dec. 10. She was joined by state and local dignitaries, including legislators, town and Coosa County leaders, and judges from the region. The tour was led by Tuerk Schlesinger, CEO of AltaPointe Health, a regional behavioral healthcare and psychiatric system that also provides primary medical care through Accordia Health clinics in Bayou La Batre and, now, in Rockford.

“I came to learn and see what we can do to replicate this model,” Ivey said to attendees.

Accordia Health is recognized by the federal Health Resources and Services Administration as a federally qualified health center, meaning that it is a safety-net provider of health care regardless of patients’ ability to pay. Discounts are offered on services based on a sliding fee scale depending on household size and income.

Medical services offered at the clinic include treatment for allergic reactions, flu, fever, and sinus infections; management of chronic diseases such as diabetes, high blood pressure, asthma, obesity, and asthma; family planning; annual check-ups; and medical screenings and lab testing.

Schlesinger told the governor that with the addition of Accordia Health to its services, AltaPointe can address patients’ physical as well as their mental health needs.

“It’s an integrated care model, where you have primary healthcare and mental healthcare at the same location,” he said. “When someone comes to the clinic, they take a screening test to detect problems they might be having related to their mental health. We send a social worker in at the end of each visit to do the discharge, at which he or she can touch on these problems and perhaps suggest a referral.”

AltaPointe provides care to more than 34,000 people per year in Baldwin, Mobile, Clay, Coosa, Randolph, Talladega, and Washington counties. It operates two psychiatric hospitals in the Mobile Bay area.
