Thirteen Health Departments and One Vital Records Unit Awarded Accreditation or Reaccreditation Status by the Public Health Accreditation Board

The Public Health Accreditation Board (PHAB) today announced the names of thirteen public health departments and one vital records unit that have achieved accreditation or reaccreditation status, after completion of a systematic review process against national standards. These health departments demonstrated their commitment to accountability and performance improvement.

Health departments provide essential services to their communities and are key drivers of health. Nationally accredited health departments demonstrate a consistent and continued commitment to strengthening their community partnerships, which enables them to better serve their communities.

“Achieving national public health accreditation through PHAB, especially during this time, shows our commitment to the communities we serve every day,” said Letitia Dzirasa, MD, commissioner of the Baltimore City Health Department. “Accreditation not only makes us better prepared to respond to emerging public health needs, but it also gets us closer to achieving our vision of an equitable, just, and well Baltimore.”

New Survey from Aeroflow Breastpumps Uncovers New Moms’ Attitudes and Beliefs Towards COVID-19 Vaccine


It’s important that new mothers feel comfortable with and informed about receiving the COVID-19 vaccine given the proven safety and efficacy in protecting mothers and babies against the virus.

Aeroflow Breastpumps, a Durable Medical Equipment (DME) provider specializing in helping pregnant and nursing women receive maternity and postpartum recovery items through their insurance, today announced the results from a proprietary survey designed to glean insights into new moms’ stances on the COVID-19 vaccine.

The survey looked at all factors that influence new moms’ decisions about vaccination, including where they gathered information, access to the vaccine, concerns about side effects and comfort level. To better understand how different populations perceived the vaccine, half the women surveyed are of lower socioeconomic status and on Medicaid (n=540), and the other half have commercial health insurance (n=543).

Notable survey results include:

  • The majority of all women surveyed trusted health organizations (57%) and their OB-GYN/primary care doctor (55%) the most regarding information about the COVID-19 vaccine
  • Yet, 63% of all women surveyed report that their doctor never spoke to them about the vaccine. 25% of women with private insurance reported their doctor recommended they get the vaccine while breastfeeding, versus 10% of mothers with Medicaid. Additionally, 16% of women with Medicaid reported their doctor recommended they do not get the vaccine, versus 8% of mothers with private insurance
  • Among mothers with private insurance, 40% received the vaccine while breastfeeding, 28% chose not to receive the vaccine while pregnant or breastfeeding and 30% reported the vaccine was not available to them while pregnant or breastfeeding
  • Among mothers with Medicaid, 16% received the vaccine while breastfeeding, 39% chose not to receive the vaccine while pregnant or breastfeeding and 44% reported the vaccine was not available to them while pregnant or breastfeeding
  • Among all women surveyed who received the vaccine, the top three reasons were the same: they wanted to protect themselves and their baby from getting COVID (84%); they knew they would now be able to pass the COVID antibodies to the baby (68%); they felt it was a safe vaccine for them and the baby (60%)
  • Among women surveyed who did not have access to the vaccine while pregnant or breastfeeding, the majority of mothers with Medicaid (64%) reported they would not at all feel comfortable getting vaccinated if it was available to them and nearly half (47%) of mothers with private insurance said the same.
  • Among all women surveyed who chose not to get the vaccine, there were four main reasons why: they’re not sure if it’s safe for them or the baby (60%); they had concerns about adverse side effects (57%); they don’t feel comfortable getting the vaccine in any situation (52%); and they don’t know what’s in the vaccine (36%).

Since the vaccine first became available towards the end of 2020, the recommendations for pregnant and breastfeeding women on whether or not to get vaccinated continue to change, creating confusion and uncertainty among new moms. Initially, new moms were told to hold off on getting the vaccine until they were able to gather more data on the potential effects it could have on baby. Through these studies, it was found in early 2021 that vaccinated mothers were able to pass antibodies onto their babies in utero and through breast milk. While promising, these findings weren’t enough to make the majority of new moms feel entirely comfortable, which is evidenced by the more than one-in-three women (34%) who had access to the vaccine, but chose not to get vaccinated, and among those who did receive the vaccine, the concerns raised about adverse side effects (55%) and how safe it was for themselves and baby (38%).

Additionally, it appears mothers with Medicaid were more apprehensive about receiving the vaccine than those with private insurance considering nearly one-in-four (23%) of vaccinated mothers with Medicaid listed not knowing what was in the vaccine as a top concern and only one-in-five reported being totally comfortable (20%) with receiving the vaccine, compared to one-in-three moms with private insurance (31%).

“It’s important that new mothers feel comfortable with and informed about receiving the COVID-19 vaccine given the proven safety and efficacy in protecting mothers and babies against the virus,” said Dr. Jessica Madden, board-certified pediatrician and neonatologist, IBCLC, and Medical Director of Aeroflow Breastpumps. ”Since this study took place in July 2021, various health organizations, including the CDC, American College of Obstetricians and Gynecologists (ACOG) and Society for Maternal-Fetal Medicine (SMFM), updated their vaccine recommendations for pregnant/breastfeeding women towards the end of summer, asserting that the vaccines are safe and encouraging all pregnant and breastfeeding women to get vaccinated. However, we are still seeing pregnant and breastfeeding women hesitant to receive the vaccine, especially among women of lower socioeconomic status, which is concerning given the higher rates of high-risk pregnancies in those populations.”

“Since we now know the vaccines are safe and effective, and the mRNA vaccines provide better protection against the delta variant of COVID-19 than the adenovirus-vector vaccines, I am recommending that breastfeeding mothers receive either the Moderna or Pfizer mRNA vaccines. Recipients are considered to be fully immune two weeks after they receive their second dose of mRNA vaccine,” said Dr. Madden. “Our hope for this study was to shine a light on the concerns among new mothers about receiving the vaccine and how physicians can better address these uncertainties to improve vaccination rates among new mothers and better protect women and their babies from the virus. We at Aeroflow encourage women to discuss the vaccine with their physician and/or midwife to ensure they are making the decision that is best for them, baby and their unique set of circumstances.”

Boston Hernia Surgeons Collaborate to Reduce Opioid Prescriptions

This fall, the Abdominal Core Health Quality Collaborative (ACHQC) Opioid Reduction Task Force, headed by Dr. Michael Reinhorn, published its first manuscript related to the work that the task force has been doing for years trying to reduce opioid prescribing habits by hernia surgeons. The ACHQC was formed to have dedicated hernia surgeons work together to implement quality improvement projects related to hernia surgery. Thanks to the leadership of the ACHQC, Dr. Reinhorn was tasked with creating and leading the Opioid Reduction Task Force with the goal of improving postoperative pain management while decreasing patient opioid use.

Almost six years ago, the co-founders of Boston Hernia, Dr. Reinhorn and Lauren Ott, PA-C, examined their patients’ opioid use after hernia surgery. They then compared this to the number of prescriptions written in hope of reducing their own prescribing for post-operative pain. The end goal was to reduce the number of tablets available for patients to abuse after surgery as well as influence other surgeons to do the same. After closely examining their patients’ opioid use after surgery, they decreased their prescribing habits from 10 tablets per patient to 3 tablets per patient and now avoid prescribing an opioid prescription for over 90% of patients.

Dr. Reinhorn and the Opioid Reduction Task Force, which included pain management specialists and surgeons from all over the country, developed a module for collecting pre- and post-operative data on hernia patients to further investigate opioid use after hernia surgery. This module includes patient demographics, surgeon prescribing habits, and patient reported opioid use. Patient demographic information, including history of smoking, depression, anxiety, and other medical issues, is collected to look at any factors that independently influence opioid requirement after surgery. Patients are asked to input their own opioid use before and after surgery. Surgeons are asked to report the type and amount of opioid prescribed after hernia surgery, if one is prescribed at all. Additionally, the surgeons were asked about over-the-counter pain medication recommendations (like Tylenol and Advil) for their patients.

Based on the initial data reported over the first six months, we found that the majority of surgeons were overprescribing opioid tablets when compared to what patients were actually taking after surgery. This data was presented to surgeons at the ACHQC Quality Improvement Summit and surgeons were encouraged to reduce their opioid prescriptions to ten tablets or less as recommended by the data collected. Surgeons were educated on implementing a multimodal pain management plan for their patients including over-the-counter pain medications, ice therapy, and educating patients on what to expect after surgery. There is ongoing data collection on the success of these efforts with forthcoming publications.

In addition to the Quality Improvement Summit, there is also a coordinated educational effort for all surgeons in the ACHQC involving videos, emails, and other outreach with the goal of reducing opioid prescribing. The Opioid Reduction Task Force meets regularly to discuss quality improvement projects, particularly how to influence surgeon behavior using data collected by the ACHQC. The recent publication in Journal Hernia details the formation of the Task Force and the ongoing efforts to change surgeon behavior and improve patient outcomes.

While this publication describes the initial work of the Opioid Reduction Task Force, difficult work is required in order to influence surgeons on a broader scale. We continue to do significant amounts of research to identify factors that may help predict which patients require opioids after surgery and which ones may be able to avoid it. Dr. Reinhorn feels lucky to be involved in their very important quality improvement work. He is proud of the efforts of the team at Boston Hernia for their dedicated efforts on a small scale and hopes to continue advocating for nationwide change.

ISEA Recognizes Six Members of Congress with Robert B. Hurley Distinguished Service Award

The International Safety Equipment Association (ISEA) presents the Robert B. Hurley Distinguished Service Award each year to an individual whose efforts have advanced and promoted workplace safety and health. This year, however, the Association is presenting the award to six recipients — three from the U.S. Senate and three from the U.S. House of Representatives — who played pivotal roles in protecting America’s supply of respirators.

The recipients of ISEA’s 2021 Robert B. Hurley Distinguished Service Award are:

Respirator Supply Was at Risk

As the SARS-CoV-2 pandemic hit the world in 2020, no one knew much about what came to be known as COVID-19 except that it was potentially lethal. Demand for NIOSH-approved N95 respirators exploded almost overnight. Respirator manufacturers and distributors were being called on to provide their products rapidly to protect healthcare workers and first responders against this dangerous virus.

Safety equipment companies faced a distressing dilemma: Ramping up production to meet respirator demand posed legal risks for companies and health risks for their employees. But scaling back was not a realistic option.

ISEA members went to Congress with a solution: Add NIOSH-approved respirators to the Public Readiness and Emergency Preparedness (PREP) Act. This law shifts the liability of items needed for a public health emergency response to the federal government.

“This situation was so dire that it required expeditious action both from our member companies and from Congress,” explained ISEA President & CEO Charles Johnson. “There was no way we were going to leave America’s healthcare workers and first responders unprotected during this perilous time. But we had to protect safety equipment manufacturers and distributors as well.”

Profiles in Congressional Courage

Six members of Congress stepped forward to help make ISEA-member companies’ hazardous work on behalf of the U.S. and the world safer. These elected leaders from both sides of the aisle understood that lives were at stake. They recognized that, with the pandemic bearing down on people all around the globe, respiratory protection for healthcare workers, emergency responders, caregivers at home, and others would be essential. They also realized that manufacturers, distributors and others who provide and train workers to use these vital devices could find themselves in legal jeopardy.

In the House of Representatives, Don Bacon (R-Nebraska), Paul Tonko (D-New York) and Jim Langevin (D-Rhode Island), were the first to step forward, co-sponsoring a bill to add respirators to the PREP Act.

Senators Kyrsten Sinema (D-Arizona) and Deb Fischer (R-Nebraska) offered the companion bill in the Senate. Their action gave then-Senate Majority Leader Mitch McConnell (R-Kentucky) legislative text to add to the CARES Act he was drafting at the time.

When Senator McConnell was crafting the CARES Act, he saw the importance of including this provision and making sure it became law.

Thanks to the courage, hard work and skill of these six representatives and senators, Sections 3012 and 3013 of the CARES Act added respirators to the PREP Act. The bill became law on March 27, 2020, and changed the course of ISEA-member companies’ — and the nation’s — ability to respond to the pandemic.

Tonko, Langevin, and I worked together on the Health Care Workforce Protection Act of 2019 which proved to be vital during COVID-19, granting quicker manufacturing of respiratory protective devices for healthcare workers and first responders. Whether in a pandemic or not, it is important we always advocate for our manufacture workers and remove production obstacles to safeguard the health of those serving in the medical field.”

Rep. Langevin commented, “When the COVID-19 pandemic struck, our frontline workers relied on Congress to support manufacturers producing the personal protective equipment they so desperately needed,” said Rep. Jim Langevin. “I’m proud of my efforts working across the aisle to cut red tape and get masks in the hands of nurses and doctors, which is why I’m honored to receive the Distinguished Service Award from ISEA. I’ll always keep working to ensure that our medical professionals have the safety equipment they depend on.”

“When COVID-19 first began raging across the nation and world, our front line healthcare workers put their lives on the line to care for our communities, often doing so without the personal protective equipment that would safeguard them from this deadly virus,” Rep. Tonko said. “I worked swiftly with my colleagues, Representatives Bacon and Langevin, to remove barriers on increasing the production of N-95 respirators to ensure our brave health care professionals were kept safe as they fought to save all of us. I’m humbled to receive this year’s Distinguished Service Award and thank ISEA for their continued commitment to protecting workers’ health.”
