National Association of MLTSS Plans Welcomes Mary Kaschak as Executive Director


The Board of Directors of the National MLTSS Health Plan Association (MLTSS Association) is pleased to announce the appointment of Mary Kaschak to the position of Executive Director effective October 1, 2019.

The MLTSS Association is an organization comprised of the leading managed care organizations that deliver high-value, quality managed long-term services and supports (MLTSS) for state Medicaid programs and beneficiaries. Association members also contract jointly with state Medicaid agencies and the Centers for Medicare & Medicaid Services (CMS) to offer integrated Medicare-Medicaid Plans for individuals who have dual eligibility for both programs. The Association and its members are national leaders in promoting integrated care for dually-eligible beneficiaries as well as advancing high-quality (LTSS) and improving the collection and reporting of measures of the quality of care.

Mary has been serving as the Association’s Deputy Director and as the Executive Director of the Association’s affiliate – the Long-Term Quality Alliance (LTQA) – since January. She replaces Larry Atkins, who served as the Association’s Executive Director since its founding in September 2016. Larry will remain as Senior Advisor to the Association.

Mary came to the Association with over ten years of experience in aging and health policy, most recently as Deputy Director of the Aging and Disability Business Institute at National Association of Area Agencies on Aging (n4a). At the Business Institute, Mary played a lead role in advancing the readiness and business acumen of community-based organizations (CBOs) to successfully engage in the design and delivery of integrated care systems for older adults and younger adults with disabilities. In that capacity, she had extensive experience with the delivery of LTSS in general and with Medicaid MLTSS and integrated health plans in particular.

Board Chair Michael Monson and Vice Chair Christopher Palmieri welcome Mary as the new Executive Director for the Association. “Mary’s passion for the people who need these services, her commitment to advancing managed and integrated care, and her experience with LTSS are proving to be invaluable to the Association,” commented Monson.

The Board thanks Larry for the instrumental role he played in the creation and development of the Association and in remaining involved through this last year to ensure a smooth transition to new leadership.

The National MLTSS Health Plan Association is a non-profit association dedicated to: promoting the interests of plans that contract with state Medicaid programs to take risk for the cost of providing managed long-term services and supports (MLTSS) to Medicaid beneficiaries; advocating for public policy that will improve the quality and cost outcomes of MLTSS plans; and increasing public understanding of the benefits of MLTSS.
