Since 1958, ARCS Foundation has funded 21,216 Scholar Awards to 11,847 ARCS Scholars for a total funding of $136,886,931. “We continue to build upon our 65-year history by preparing ARCS Foundation to meet the demands of the future so that our nation remains competitive in the scientific world,” says President Beth Wainwright.
The 2023-25 Strategic Plan was created to keep ARCS Foundation grounded in a shared understanding of the past and the present to look into the future. The new plan features seven strategic goals to help ARCS Foundation move positively in the direction of a fully developed and financially sustainable organization.
To highlight the innovation ARCS National experienced, there was a focus on the new Invite to Ignite challenge that fostered membership growth at the chapter level. During the year, ARCS welcomed 123 new members across the 15-chapter network. The Illinois chapter won the challenge with a whopping 29.5% increase in membership. The Utah Chapter was runner-up with 25% and third place was the Minnesota Chapter with a 21.8% increase.
In 2023 the Danaher Foundation approved a grant to ARCS Foundation, Inc., for $100,000. This funding will support the Danaher National Impact Awards to five ARCS Chapters for implementation between July 1, 2023, and June 30, 2024. The chapters are Metro Washington Chapter, Illinois Chapter, Northern California Chapter, Orange County Chapter, and Minnesota Chapter. “This is very exciting for ARCS Foundation and ARCS Chapters. We hope this will open the door to a continuing partnership with Danaher,” ARCS National Immediate Past-President Caron Ogg said.
The twenty-four-page report also includes the announcement of the most recent ARCS Hall of Fame inductee, astronomer Heidi B. Hammel, PhD. Hammel was recognized for her significant contributions to astronomy utilizing both the Hubble and James Webb Space Telescopes to expand our understanding of planetary science and the frontier of space.
2023 was a big anniversary year for more than the original founding Los Angeles Chapter, which celebrated 65 years. ARCS Metro Washington Chapter celebrated 55 years, the Seattle Chapter celebrated 45 years, and the Pittsburgh Chapter celebrated its 20th anniversary. Across fifteen national chapters, over 1,100 ARCS members support the ARCS vision to advance science and technology in America.

This year’s backpack drive was a resounding success. Community Directors identified needs for VIPs in their communities, resulting in the assembly of 280 backpacks stuffed with age-appropriate school supplies that were delivered to students in 24 different communities.
AMC spearheads many charitable events during the holidays, including partnering with local police agencies to donate gifts and sponsoring adopt-a-family campaigns within their communities.

For Surf House Apartments in Huntington Beach, AMC hosted an In-N-Out event on September 28. Around 200 hungry residents picked up food, with many hanging around to socialize. Approximately 350 burgers were served.
Uptown Fullerton Apartments in Fullerton created a series of events for Resident Appreciation Week preceding Thanksgiving. Events included Pie Day, Food Truck Friday and Sunday Football Funday.

In the spirit of the season, ServiconCares donated more than 250 new toys and 100 gift cards of $25 each to HOLA; more than 25 Servicon employees volunteered to wrap the gifts for distribution to children and young adults ranging in age from six through high school affiliated with HOLA.

Partnering and Planting for the Future
Earlier this holiday season, ServiconCares donated more than 35 trees through TreePeople to be planted in South Gate, California. More than 20 Servicon corporate and field employees participated in the event, which was organized and paid for by ServiconCares. To date, Servicon has funded planting more than 100 trees through TreePeople. All the trees were planted in shadeless urban “bright spots” in underserved communities where many Servicon employees live and work. “It’s nice to plant trees in already beautiful areas, but we wanted to put them in areas where there is little to no shade or green space,” says Natalie. “The results won’t be immediate, but the trees will help these communities in the long run. The trees provide shade for houses, so people can use their air conditioners less. The trees also provide a canopy of shade for walkers and improve air quality, creating a healthier environment.”
Both Natalie and Gabby urge other companies to join the fight. “It won’t happen overnight,” Gabby says. “But if enough corporations team with and support some of these great, local organizations to help improve the lives of people in underserved areas, the results will benefit those individuals and their communities. It also will eventually help make the Los Angeles area a better place for all of us.”

Zonda’s new home sales metric captured 650,890 new homes sold in November on a seasonally adjusted annualized rate, up 2.8% month-over-month and 29.2% year-over-year. The Zonda Market Ranking classified national new home sales as “slightly overperforming” in November. Today’s sales are supported by incentives, with nearly 60% of new home projects offering some kind of seller concession.
“What has been reinforced over the past few months is that rising mortgage rates, higher home prices, and the news cycle can prompt consumers to put homebuying plans on hold,” said Ali Wolf, chief economist for Zonda. “For many, this isn’t a permanent hold, though, as even slight improvements in affordability can help reignite demand.”
Sales outpace seasonality in November
Zonda’s new home sales metric counts the number of new home contract sales each month and accounts for both cancellations and seasonality. This metric shows there were 650,890 new homes sold in November on a seasonally adjusted annualized rate. This was a gain of 2.8% from last month and an increase of 29.2% from a year ago. On a non-seasonally adjusted basis, 48,034 homes were sold, 29.6% higher than last year and 0.2% above the same month in 2019.
New home sales volume is now 12% below the recent peak seen in July 2023.
The New Home PSI climbed following recent declines
Total sales volume is influenced by both supply and demand. Zonda’s New Home Pending Sales Index (PSI) was created to help account for fluctuations in supply by combining both total sales volume with the average sales rate per month per community. The November PSI came in at 132.6, representing a 42.6% rise from the same month last year. The index is currently 23.8% below cycle highs. On a month-over-month basis, seasonally adjusted new home sales increased 2.4%.
The markets that posted the best numbers relative to last year were Phoenix (+158.9%), Riverside/San Bernardino (+106.8%), and Denver (+103.9%). These markets slowed dramatically last year but have since stabilized. The base effect of last year’s low levels contributed to the large YOY percentages.
While no markets were down year-over-year, the metros that posted the smallest gains were New York (+4.1%), Baltimore (+5.1%), and Charlotte (+13.2%).
On a monthly basis, Cincinnati, Los Angeles/OC, and San Antonio performed best.
50% of new home markets over-performed in November
In order to add further context on the metro level, we created the Zonda Market Ranking (ZMR). The ZMR accounts for both sales pace and volume, is seasonally adjusted, and is taken as a percentage relative to a baseline market average. Based on the percentage above or below baseline, markets are bucketed into performance groups ranging from significantly underperforming to significantly overperforming relative to historical activity.
The National ZMR index came in at 110.7 in November, indicating a slightly overperforming market.
The major metros overperforming their historical averages most in November 2023 were Port St. Lucie, Chicago, and Tampa.
Colorado Springs, Portland, and Denver were significantly underperforming. Salt Lake City, Cape Coral, Seattle, Reno, San Jose, Phoenix, New York, and Richmond were slightly underperforming.
Among our top fifty markets, 50% were overperforming, 28% were average, and 22% were underperforming. Last month, 54% were overperforming, 30% were average, and 16% were underperforming.
Importantly, the ZMR does not account for what it takes to sell a home. For example, securing a sale might still feel difficult in a “significantly overperforming” market, but if incentives offered result in a sale, we count the sale.
Entry-level pricing flattened out
National home prices flattened year-over-year in the entry-level market but rose for move-up and high-end homes. Entry-level prices flattened at $339,000 but rose 0.6% for the move-up market to $529,670 and 3.1% for high-end homes to $924,725.
Supplementing our data with a monthly survey Zonda conducts, 10% of builders reported raising prices in November, down from 16% in October. Further, 75% reported holding prices flat, up from 71% last month. The percentage of builders who reported price increases has slowed as seasonality kicked in and builders further evaluate the affordability backdrop.
Incentives are still common in today’s housing market to help address the affordability constraints for buyers. 57% of new home communities across the country offered incentives in November, flat month-over-month. Many builders find incentives are necessary to help seal the deal with consumers.
Community count remained low
There are currently 13,896 actively selling communities tracked by Zonda, up 1.1% from last year. On a month-over-month basis, the national figure slipped 2.0%. Total community count is 27.5% below the same month in 2019. The lack of competition from other new home communities has allowed for some upward pressure on the average sales rate per month per community. Zonda defines a community as anywhere where five or more units are for sale.
Austin (+17.7%), Minneapolis (+13.5%), and Salt Lake City (+12.7%) grew community count the most year-over-year. Relative to 2019, community count is down 13%, 2%, and 18%, respectively.
The biggest community count declines were in San Francisco (-17.1%), Tampa (-13.9%), and Seattle (-12.7%).
Community count in 8% of our select markets rose month-over-month, 4% were flat, and 88% fell.
National quick move-ins (QMIs) totaled 28,287, down 18.9% compared to last year and 5.9% lower month-over-month. Total QMIs are 107.9% above 2019 levels. QMIs are homes that can likely be occupied within 90 days.
QMIs sell out quicker than they can be replaced in many markets as consumers view these homes as a great alternative to the resale market given the dearth of supply. The quick rise in QMIs last year led to price drops at many new home communities. We aren’t seeing the same build-up today.
The markets that grew the most year-over-year were Salt Lake City (+23.4%), Cincinnati (+22.9%), and Riverside/San Bernardino (+22.5%).
Salt Lake City, Las Vegas, and Cincinnati have seen the most growth in QMIs compared to the same time in 2019, up 255.8%, 212.5%, and 147.1%, respectively.
QMIs are down the most compared to 2019 in Baltimore (-62%), San Francisco (-52%), and Atlanta (-52%).
Methodology
The Zonda New Home Pending Sales Index (PSI) is built on proprietary, industry-leading data that covers 60% of the production new home market across the United States. Reported number of new home pending contracts are gathered and analyzed each month. Released on the 15th business day of each month, the New Home PSI is a leading indicator of housing demand compared to closings because it is based on the number of signed contracts at a new home community. Zonda monitors 18,000 active communities in the country and the homes tracked can be in any stage of construction.
The new home market represents roughly 10% of all transactions, allowing little movements in supply to cause outsized swings in market activity. As a result, the New Home PSI blends the cumulative sales of activity recently sold-out projects with the average sales rate per community, which adjusts for fluctuations in supply. Furthermore, the New Home PSI is seasonally adjusted based on each markets’ specific seasonality, removes outliers, and uses June 2016 as the base month. The foundation of the index is a monthly survey conducted by Zonda. It is necessary to monitor both new and existing home sales to establish an accurate picture of the relative health of the residential real estate market.

Southeast Florida Home Sales Forecasted to Expand by 7% Year-over-Year by End of 2024 MIAMI REALTORS® Chief Economist Gay Cororaton forecasts mortgage rates to fall to 5.25% by the end of 2024 given the overall effect of the Fed’s planned cumulative rate cut of 0.75% and cooling inflation. Mortgage rates hit a 23-year high of 7.8% in October 2023, impacting November 2023 sales numbers across the nation.
“Southeast Florida’s home sales could expand by about 7% year-over-year by the end of 2024 while prices will continue to appreciate at a modest pace of 5%,” Cororaton said. “In the low to mid-price segment of the market, the lower mortgage rates will drive up demand from first-time buyers and renter households. In the high-price and luxury segment, the wealth effect from rising stock prices, a pickup in economic growth in 2024, and sustained migration of high-income households into Southeast Florida will push up demand.”
Total Miami-Dade sales decreased 7.8% in November 2023, from 1,791 to 1,651, due to elevated mortgage rates and low inventory in key price points. November home transactions came to terms in October, which saw rates peak at 7.8%. The statistics don’t include South Florida’s robust developer new construction market and volume.
Miami single-family home sales decreased 1.5% year-over-year, from 718 in November 2022 to 707 in November 2023. Miami single-family home sales, which saw an increase in transactions in September 2023, still has a lack of inventory in key price points as elevated mortgage rates have impacted buyers looking to finance.
Miami existing condo sales decreased 12% year-over-year, from 1,073 in November 2022 to 944 in November 2023. The condo market has been more impacted by lack of inventory at key price points and elevated mortgage rates.
Total Miami New Listings Increase for Third Consecutive Month Miami new listings increased 7.7% year-over-year in November 2023, from 2,982 to 3,211. The Miami-Dade market remains in a seller’s market but the fresh supply of listings will give buyers more options.
Miami single-family homes new listings increased 0.97% while Miami condo new listings jumped 11.93% year-over-year.
Mortgage Rates at Near Lowest Levels Since May 2023 According to Freddie Mac, the 30-year fixed-rate mortgage averaged 6.95% as of December 14, falling below 7% for the first time since August 10. That’s down from 7.03% the previous week but up from 6.31% one year ago.
Another leading indicator for sales are showing appointments. South Florida showing appointments declined 1% year-over-year in November 2023 to 157,242 appointments. South Florida showing appointments increased five consecutive months year-over-year before October 2023.
Miami-Dade Inventory is Still Down 42.9% From Historical Average Total inventory is down 42.9% from the historical average for Miami. The monthly historical average for Miami-Dade existing inventory is 20,302 and current inventory is at 11,576.
Total active listings at the end of November increased 3.6% year-over-year, from 11,178 to 11,576.
Inventory of single-family homes decreased 10.1% year-over-year in November 2023 from 4,288 active listings last year to 3,856 last month. Condominium inventory increased 12% year-over-year from 6,890 to 7,720 listings during the same period in 2022.
Months’ supply of inventory for single-family homes is 4.4 months, which indicates a seller’s market. Inventory for existing condominiums is 6.8 months, which indicates a balanced market. A balanced market between buyers and sellers offers between six- and nine-months supply.
Nationally, total housing inventory registered at the end of November was 1.13 million units, down 1.7% from October but up 0.9% from one year ago (1.12 million). Unsold inventory sits at a 3.5-month supply at the current sales pace, down from 3.6 months in October but up from 3.3 months in November 2022.
Miami Real Estate Hits 12 Years of Consecutive Home Price Appreciation Miami-Dade County single-family home median prices increased 11.8% year-over-year in November 2023, increasing from $550,000 to $615,000. Miami single-family median prices have risen for 144 consecutive months (12 years), the longest running-streak on record. Existing condo median prices increased 6.3% year-over-year from $395,000 to $420,000. Condo median prices have stayed even or increased in 144 of the last 150 months.
Miami is tied for No. 3 in the U.S. for annual home price appreciation, according to the latest US CoreLogic S&P Case-Shiller Index.
South Florida’s Incredible Wealth Migration Local home prices have risen with South Florida’s wealth migration. In-migration boosted South Florida household income by $16 Billion in 2021, according to MIAMI REALTORS® analysis of the 2020-2021 migration data released by the Internal Revenue Service.
New households moving into Miami-Dade in 2021 had an average adjusted gross income of $229,300. New households moving into Broward County had an average adjusted gross income of $102,600. New households moving into Palm Beach County had an average adjusted gross income of $242,200.
Miami Real Estate Posts $201 Million Local Economic Impact in November 2023 Every time a home is sold it impacts the economy: income generated from real estate industries (commissions, fees and moving expenses), expenditures related to home purchase (furniture and remodeling expenses), multiplier of housing related expenditures (income earned as a result of a home sale is re-circulated into the economy) and new construction (additional home sales induce added home production).
The total economic impact of a typical Florida home sale is $122,000, according to NAR. Miami-Dade sold 1,651 homes in November 2023 for a local economic impact of $201 million.
Miami total dollar volume totaled $1.33 billion in November 2023. Single-family home dollar volume increased 8.8% year-over-year to $698 million. Condo dollar volume decreased 9.7% year-over-year to $637 million.
Miami Distressed Sales Remain Low, Reflecting Healthy Market Only 0.9% of all closed residential sales in Miami were distressed last month, including REO (bank-owned properties) and short sales, lower than 1.6% in November 2022. In 2009, distressed sales comprised 70% of Miami sales.
Short sales and REOs accounted for 0% and 0.9% year-over-year, respectively, of total Miami sales in November 2023.
Miami’s percentage of distressed sales are lower than the national figure. Nationally, distressed sales represented 1% of sales in November 2023, virtually unchanged from last month and the prior year.
Miami Median Price Appreciation Outperforming Nation, State In Florida, closed sales of single-family homes statewide totaled 17,722 in November 2023, up 4.2% year-over-year, while existing condo-townhouse sales totaled 7,108, up 0.3%. Closed sales may occur from 30- to 90-plus days after sales contracts are written.
Nationally, total existing-home sales transactions elevated 0.8% from October to a seasonally adjusted annual rate of 3.82 million in November. Year-over-year, sales fell 7.3% (down from 4.12 million in November 2022).
The statewide median sales price for single-family existing homes was $413,000, up 3.3% from the previous year, according to data from Florida Realtors Research Department in partnership with local Realtor boards/associations. Last month’s statewide median price for condo-townhouse units was $321,990, up 3.9% over the year-ago figure. The median is the midpoint; half the homes sold for more, half for less.
Nationally, the median existing-home price for all housing types in November was $387,600, an increase of 4.0% from November 2022($372,700). All four U.S. regions posted price increases.
Miami Real Estate Attracting Near List Price The median percent of original list price received for single-family homes was 97% in November 2023. The median percent of original list price received for existing condominiums was 96%.
The median number of days between listing and contract dates for Miami single-family home sales was 23 days, down from 31 days last year. The median time to sale for single-family homes was 64 days, down from 74 days last year.
The median number of days between the listing date and contract date for condos was 32 days, up from 35 days. The median number of days to sale for condos was 72 days, up from 74 days.
Miami Cash Sales 51.5% More than National Figure Cash sales represented 40.9% of Miami closed sales in November 2023, compared to 42.3% in November 2022. About 27% of U.S. home sales are made in cash, according to the latest NAR statistics.
Cash buyers are not deterred by rising rates. The high percentage of cash buyers reflects Miami’s top position as the preeminent American real estate market for foreign buyers, who tend to purchase with all cash as well as some moving from more expensive U.S. markets who can buy more with their profits from real estate sales.
Cash sales accounted for 50.2% of all Miami existing condo sales and 28.4% of single-family transactions.
