The Identity Theft Resource Center Predicts More ID Fraud, State Privacy Laws & Concerns Around AI in its 2024 Predictions


We also saw romance scams and relationship scams turn into heart-breaking stories from victims who contacted us. The dollar losses around these scams were as high as we have ever seen them. Finally, we saw no action from Congress around a comprehensive privacy and data security law in 2023, while more data breach notices lacked the actionable information people and businesses needed to protect themselves.

As we look towards 2024, we expect to see much discussion around AI-driven identity scams,” Velasquez continued. “We believe there will be new levels of identity crimes due to the record number of data breaches in 2023. With the increase in crimes, the emotional toll will continue to rise and assistance providers will struggle to help victims in this area. We also believe there will continue to be a movement for privacy laws but on the state level rather than the federal level. Regardless of what happens in 2024, we will help those who need it.”

The ITRC’s 2024 Predictions Include the Following:

1. The risk of AI-driven identity scams that impact large numbers of people will be overestimated, while the potential for targeted attacks on single or small groups of individuals will be underestimated. The greatest risk from generative AI will continue to be mis- and dis-information.
2. An unprecedented number of data breaches in 2023 by financially motivated and Nation/State threat actors will drive new levels of identity crimes in 2024, especially impersonation and synthetic identity fraud. That will, in turn, drive more adoption of biometric-based identity verification (not recognition) tools to prove people are who they claim to be.
3. More states will adopt comprehensive data privacy and security laws. Congress will not.
4. Privacy concerns over the use of biometrics will overshadow the legitimate use cases. Even though there are safe and ethical uses of biometrics in the authentication and verification space (provided they are consent-based and privacy-centric), lawmakers and the public will push back due to this lack of awareness and understanding.
5. The emotional toll of identity crimes will continue to increase, and assistance providers will struggle to meet the emotional recovery needs of victims. Identity crime victimization is too often classified as not creating trauma that requires support, despite the fact that our latest Consumer Impact Report notes that 16 percent of respondents contemplated suicide as a result of an identity crime.

Jamie Dimon is Clearly Misinformed About Cryptos, Says PayBito CEO


Bitcoin maximalist and PayBito Chief Raj Chowdhury says “Jamie Dimon is clearly misinformed about Cryptos. He is prejudiced and needs to delve deep into the subject of cryptos before making such absurd comments as calling it a Ponzi scheme. It is reprehensible that he is also misleading the masses by saying that these are used by criminals.”

According to CoinDesk, Dimon’s bank has over $3 trillion of assets which is twice the market cap of all crypto assets. The bank also plays a key role in moving business toward an infrastructure that suits cryptocurrencies. One of JP Morgan’s divisions is finding ways to integrate blockchain technology with traditional banking. Dimon has a positive opinion on blockchain and admits that it is a useful one, but continues to deeply oppose cryptos.

Raj Chowdhury reacted to Jamie Dimon’s position “that this is ironic since blockchain is the main technology used for cryptos. This technology used in cryptos has the potential to change the world and make lives better”. Recently, a surge in crypto prices brought Christmas early for traders.

Alley Cat Rescue Takes Stance Against US National Park Service Plan to Remove Cats from San Juan Historical Site, Call for Public to Become Involved via Petition


Alley Cat Rescue supports trap-neuter-return (TNR) of the cats, which would include sterilizing all the cats and vaccinating them against rabies, and removal of kittens young enough to be socialized from the park and into adoption programs. The NPS has said that the population of cats has actually increased over the years, despite local nonprofits and volunteers doing TNR. However, sources doing the TNR have explained to ACR that the cause for the increase is rampant pet abandonment that the NPS and local government have not taken steps to correct.

President and founder of ACR, Louise Holton, has been practicing and researching community cat management for 30 years. She explains that the NPS’ plan to rid the area of cats would be only a temporary solution: “Catch-and-kill simply does not work. New cats will arrive (or be dumped) and the cycle of breeding will continue—it’s been proven that TNR is the only way to control outdoor community cats.” As Holton further explains, cats who have been sterilized and then returned to their outdoor homes guard the territory, thereby keeping new, unsterilized cats from moving in and multiplying. Of course, as Holton pointed out, it defeats population control efforts when cats are continuously abandoned in an area.

ACR is asking the public to help persuade the NPS to cancel their removal plan and instead apply their resources to aiding in TNR and preventing callous cat abandonment at the historic site by signing their petition, available at https://www.thepetitionsite.com/takeaction/361/081/110/.

News/Media Alliance Commends Senator Tom Umberg, Assemblymember Buffy Wicks for Holding CA Senate Judiciary Committee Informational Hearing on Importance of Journalism


The CJPA was introduced by Assemblymember Buffy Wicks (D-Oakland) in March and passed out of the California State Assembly in June in a floor vote of 46-6 before it was held over to the next session. The Informational Hearing will provide legislators the opportunity to ask questions and provide input before the bill is brought up early in the next session in 2024.

“We applaud Assemblymember Wicks and Senator Umberg for their commitment to sustaining journalism and their dedication to the California Journalism & Preservation Act (CJPA),” said News/Media Alliance President & CEO Danielle Coffey. “By holding this informational hearing and having an open dialogue, they are showing their ardent commitment to preserving quality local journalism that supports a healthy democracy and providing their constituents with important information about their communities. Without meaningful action, news outlets will continue to disappear.”

News outlets, especially small, local ones, are shuttering at alarming rates as revenues decline and costs rise. California has lost more than 100 newspapers in the last decade.

A new report from the Medill School of Journalism at Northwestern University last month raised the level of urgency surrounding the local news crisis, finding that one-third of the newspapers in the U.S. in 2005 will be gone by 2024. Previous reports had estimated the timeline to reach that milestone would occur in 2025, which indicates that the pace of closures has accelerated. Most of the communities that lose their local newspaper do not get a replacement or have a digital source for local news for their community.

When local newspapers shutter, there is a significant detrimental effect on communities whereby civic engagement goes down, corruption goes up, and the ability to combat disinformation grows increasingly difficult.

When newsrooms are full, the public reaps the rewards. The CJPA would also promote the hiring of more journalists, requiring news publishers to invest 70 percent of the profits from the usage fee into journalism jobs.

The News/Media Alliance has been vocally advocating for legislation at the federal level since 2018. The Journalism Competition & Preservation Act (JCPA), which was reintroduced by Antitrust Chairwoman Amy Klobuchar (D-MN) and Senator John N. Kennedy (R-LA) on March 31 (S. 1094), passed through Senate Judiciary Committee markup in June.

The dominant tech platforms have become de facto gatekeepers of journalism, setting rules for how news content is displayed, prioritized, and monetized. They reap the majority of the financial benefits of sharing publishers’ original content without incurring any of the costs of gathering and reporting news their users want and rely on. The CJPA and JCPA directly address these challenges and are a crucial part of the solution to preserving local journalism.

Coffey added, “With similar laws being passed around the world, we are seeing more and more support for getting this legislation passed countrywide. We must act now to protect and support publishers of high-quality journalism, who work tirelessly to keep our communities safe and informed through their reporting. We look forward to the CJPA moving to a Senate vote next year and working with policymakers in California to implement the CJPA and restore fairness and balance to the marketplace.”
