Melwood Testifies Before U.S. Commission on Civil Rights Calling for Abolishment of Subminimum Wage Laws


“As we celebrate the 30th anniversary of the ADA, we cannot talk about advancements in the inclusion of people of differing abilities, if people of differing abilities are economically disenfranchised and segregated from society through the continued use of 14(c),” DeSantis said in her testimony.

Melwood President and CEO Cari DeSantis testified last Friday before the U.S. Commission on Civil Rights about the discriminatory practice outlined in section 14(c) of the Fair Labor Standards Act which allows employers to pay subminimum wages, often around $2.00/hr, to people of differing abilities.

“As we celebrate the 30th anniversary of the ADA, we cannot talk about advancements in the inclusion of people of differing abilities, if people of differing abilities are economically disenfranchised and segregated from society through the continued use of 14(c),” DeSantis said at the briefing. “Service providers across the United States, like Melwood, have an obligation to help correct this injustice by relinquishing their 14(c) status and calling for an end to this discriminatory practice nationwide.”

Today more than 420,000 Americans of differing abilities make less than the minimum wage and are forced to participate in biannual Time Trials, the result of which determines their pay rate. These Time Trials are often criticized because they do not focus on a person as an individual with dignity, but instead only serve to remind employees about their disability and promote unethical wage discrimination. Even those who consistently pass the Time Trials often experience anxiety and shame from being treated differently and watching coworkers fail and suffer decreases in pay.

Melwood, a nonprofit that employs nearly 1,000 people of differing abilities, eliminated all subminimum wages in 2013 and relinquished its 14(c) status in 2016. Melwood, who started the process of transitioning away from 14(c) nearly six years before most other organizations, then went one step further and helped convince the Maryland General Assembly to ban the practice statewide. Today, all of Melwood’s employees of differing abilities earn the same rates as their colleagues of typical abilities for the same work – a rate that is determined by the prevailing wage, time in position, and other policies that apply equally to every Melwood employee.

Friday’s hearing, entitled “Subminimum Wages: Impacts on the Civil Rights of People with Disabilities” was an opportunity for Melwood to join with other disability rights advocates and thought leaders to discuss both the financial and personal impacts of 14(c). At the hearing, DeSantis called for the U.S. Department of Labor to join with states like Alaska, Maryland, Vermont and New Hampshire to abolish the 14(c) certification nationwide.

According to DeSantis, “This bigotry of low expectations foreshadows, and often directly causes, a life of poverty, segregation, and dependency on public support for people of differing abilities. It’s time we realize just how much people of differing abilities are capable of and treat them with the respect and dignity they deserve. It it time for the nation to be on the right side of history.”

DOROT, a leader in the fields of aging services and volunteerism, has joined #GivingTuesday, a global day of giving fueled by the power of social media. Last year, DOROT harnessed the impact of #GivingTuesday into a successful campaign to support visiting programs for seniors in order to combat social isolation at these critical times. This year, on December 3rd, DOROT is excited to be collecting gifts for our essential seasonal Package Deliveries; DOROT is delivering Packages With Purpose.

Through many of DOROT’s signature programs, including Package Deliveries and Friendly Visiting, seniors are matched with volunteers who visit them at home. These intergenerational connections ease seniors’ loneliness and enhance their lives. Top-Rated Veteran Charity Kicks off Holiday Season Packing with 18,000 Holiday Ornaments to Bring Cheer to Service Members Worldwide

For the 11th year in a row, hundreds of volunteers will come together at General Lewis B. “Chesty” Puller VFW Post 1503 for the Semper Fi Fund & America’s Fund annual Holiday Ornament Packing Party.

The Packing Party will include 18,000 holiday ornaments – which embody the holiday cheer and bears the Fund’s logo – packaged and prepared for mailing. Next week, the ornaments will be mailed to Service members, Veterans and their Families from all branches of the Armed Forces who have been wounded, ill or injured since the attacks of 9/11.

“We always look forward to this event as the kickoff of our Holiday Season at the Fund,” said Karen Guenther, President, CEO and Founder of the Semper Fi Fund & America’s Fund. “Charlie Brown famously said that ‘It’s not what’s under the Christmas Tree that matters, its who’s around it.’ We hope the members of the Semper Fi Fund & America’s Fund family look at this ornament on their tree and reflect on the community that we have built over the past 15 years.”

For the 2019 ornament packing party, over 300 volunteers will come together from organizations like Gar-Field Senior High School Marine Corps JROTC, Wounded Warrior Regiment, Manassas Young Marines, and members of the Daughters of the American Revolution.

“I am amazed at how the local community here in Virginia comes together each year to help us make an impact in people’s lives,” says Guenther. “These ornaments are a reminder to our Service members, Veterans and their loved ones that they are part of a larger family, and that we have made a lifetime commitment to ensuring they have the resources they need to thrive.”

Signs Your Senior Loved One May Need Extra Help


The holidays are the best time of year for gathering with family and friends. And for those with older loved ones, the season not only creates an opportunity to reconnect, it also offers a chance to check-in on their health and well-being, taking note of any recent changes. Those changes may make living alone more difficult.

“Each year, our offices across the country see a spike in care inquiries following the holidays,” said Lakelyn Hogan, gerontologist at Home Instead Senior Care. “This can be partially attributed to families coming together for the season after time away, and signs an older loved one may be needing more assistance are more apparent. Seniors oftentimes hide signs that indicate they need care out of a fear of losing their independence.”

According to a recent survey¹ from Home Instead Senior Care, 94% of seniors have an overwhelming desire to age in their own home, but many need additional help to make this a reality. By recognizing common indicators, family members can better protect their loved ones while offering options that respect their independence. This may include professional assistance to ensure their loved one can remain in their home.

As the holidays approach, Hogan encourages families to be aware of the following signs that might indicate a loved one needs assistance:


  • Appearance. Do their clothes seem rumpled, unwashed or have an unpleasant odor? Are they having difficulty dressing themselves or regularly doing laundry? Is their hair unkempt? Have they gained or lost a noticeable amount of weight?
  • Mood. Do you notice any changes in their attitude? Do they seem easily agitated or unusually down? Are they leaving voicemails or sending text messages that seem out of the ordinary?
  • Diet. Have their eating habits changed? Is there spoiled food in the refrigerator? Do they appear to only be eating easily prepared items like microwave dinners or junk food?
  • Mobility. Are they having more trouble with stairs? Are their hands shaky or are they unstable on their feet? Do they need extra support when sitting or standing?
  • Engagement. Do they seem disinterested or disengaged with family? Are they having difficulty keeping up with conversation? Do they appear to have trouble hearing?
  • Memory. Are they having difficulty remembering names? Do they seem confused or overwhelmed? Take note of facial expressions after asking questions. Be mindful of medications that look untaken or bills that may be unpaid.

The sinful third condition occurred when satan entered the garden, introduced sin, and began to assault man. God cleansed the earth once again with the Great Flood, but man quickly reintroduced sin into the world, creating the fourth condition we are living in today. It is a world that is in serious moral decline due to greed, pride, immorality, disobedience, love for each other gone cold, and the increasing rejection of our Lord and Savior, Jesus Christ.

“God will finally change this fourth condition with devastating events during the seven years of tribulation, releasing four worldwide earthquakes and finally, an unimaginable final earthquake to purge the earth of sin and create the peaceful, sin-free, and pristine fifth condition for 1,000 years. The earthly kingdom and the heavenly kingdom will become one, and Jesus will reign until the final judgement of sinners. God will bring the New Jerusalem down from heaven where we will be in the presence of God and Jesus for all eternity.”
