Otherwise, possession of up to two ounces is a Class B misdemeanor, with escalating charges for larger amounts.

Drugs and DWI

Those who drive while under the influence of drugs, including marijuana, can be charged with DWI in Texas. This brings the same penalties as those imposed for driving drunk, along with penalties for possession of the drug.

Forecast International Sees Asia as Largest Light Military Rotorcraft Market Over Next 15 Years

Asia will be the largest and most dynamic regional market during the 2019-2033 forecast period, with key programs getting underway in several countries, such as India, Japan, and South Korea.

Data generated by Forecast International through its innovative Platinum Forecast System 4.0 indicate that several planned new-start acquisition programs will kick-start demand in the long term in the light military rotorcraft market. Forecast International projects that 1,854 light military rotorcraft will be produced during the 15-year timeframe between 2019 and 2033.

The value of this production is estimated at $29 billion (in constant 2019 U.S. dollars). In general, the Connecticut-based defense intelligence firm defines a light military rotorcraft as having a maximum gross weight of less than 6,804 kilograms (15,000 lb).

Production of light military rotorcraft is forecast to increase to 155 units in 2019, from 153 in 2018. The annual output is then projected to decline over the next several years and average about 111 units beginning in 2026 and extending to the end of the 15-year forecast period.

Re-equipment cycles are nearing an end in the U.S. and many European countries, and the next round of fleet modernization programs for these nations is still some years away. According to Forecast International senior aerospace analyst Raymond Jaworowski, “Asia will be the largest and most dynamic regional market during the 2019-2033 forecast period, with key programs getting underway in several countries, such as India, Japan, and South Korea.” Indeed, India has a number of stated future requirements for light rotorcraft, totaling hundreds of helicopters, but budgetary and other factors could result in some of these efforts being delayed or even shelved.

Toward the end of the forecast period, production will ramp up for key programs such as the U.S. Army’s Future Attack Reconnaissance Aircraft (FARA) program and the French military’s Helicoptere Interarmees Leger (HIL) effort, setting the stage for a return to market growth.

Forecast International projects that production for the FARA program will be worth an estimated $4.8 billion by 2033, representing 16.6 percent of the market by value and 8.7 percent by unit production. Also, production of the FARA platform will continue well beyond 2033.

Plans call for the FARA contract to be awarded following a staged downselect and a competitive fly-off. Five companies are currently engaged in initial development work for the program: Bell, Boeing. Karem Aircraft, Sikorsky, and a team of AVX Aircraft and L3Harris.

Overall, Forecast International’s market share projections indicate that China’s AVIC will lead the light military rotorcraft market in unit production, producing 331 units over the 15-year forecast period for a market share of 17.9 percent. Airbus Helicopters is next, with production of 324 units for a 17.5 percent share. Hindustan Aeronautics Ltd (HAL) of India is third on production of 245 units, representing a 13.2 percent share. Bell is projected to be fourth, with production of 173 units for a 9.3 percent share. Finally, KAI of South Korea will rank fifth, with production of 145 rotorcraft for a 7.8 percent market share.

ACT.md Launches Statewide Social Determinants Alliance for Massachusetts Healthcare Providers and Non-Profit Organizations


To address surging interest in the social determinants of health among healthcare providers and non-profit organizations in the Commonwealth of Massachusetts, ACT.md has today announced the formation of a statewide alliance to design, develop, and implement solutions for Massachusetts non-profit and community-based organizations to work more closely with the state’s world-renowned healthcare community.

Starting September 1, ACT.md, a national provider of collaboration software for social determinants of health (SDOH), will kick-start a series of conversations, roundtables, and in-depth development and beta-testing with institutions across the state to facilitate collaboration between the healthcare and nonprofit sectors. The alliance’s goal will be to create real-world technology solutions to manage, track, and report on referrals from healthcare systems to social services providers.

“The intent of this Alliance is to help establish best practices, protocols, and tools for linking healthcare organizations with the community resources that deliver local services and supports to people in need,” said Ted Quinn, ACT.md’s CEO and Co-Founder. “The healthcare system knows its patients, but the community organizations know the local landscape.   • The state is also launching a $4.5 million Preparation Fund to support participating social services organizations as they innovate around technology, data exchange, business practices, and other areas where close collaborative communication with ACO partners is needed.

According to experts at the Robert Wood Johnson Foundation1, the evidence base for the cost-effectiveness of addressing social need is strongest for high-need populations, such as Medicaid enrollees, who are low-income by definition. Efforts to integrate social services organizations with the healthcare system, such as the Massachusetts Flexible Services program, have widespread support among leaders of social services organizations, such as Mass2-1-1 and East Boston Social Centers.

At the time of purchase from a resort, the owner enters into a contract to pay on-going maintenance fees. Regardless if the timeshare is used or not the owner is obligated to pay the maintenance fees. Tip Sheet by Deed and Record considers options available to timeshare owners to stop paying maintenance fees for timeshares located in California, Florida, Hawaii and Nevada.

The first option is to not pay maintenance fees and this option has problems. Timeshare companies are aggressive in collecting their fees. Often collection is assigned to a third-party collection agency who are relentless and threatening. Worse the timeshare owners credit history is adversely impacted.

A better option is to sell the timeshare. But the resale market for timeshares is thin. Timeshare owners are often shocked to find the resale value is pennies on the dollar of the original purchase price. There are timeshare brokers in the resale market. But brokers will want payment of fees upfront. This is because supply exceeds demand and the success of a commission from a sale is low. For many timeshare resorts there is no resale market.

A common option is to gift the timeshare. An owner knows of a friend or relative will use the timeshare. Full disclosure of the maintenance fees is a moral obligation. The new owner has access to the timeshare and is responsible for the maintenance fees.

Some timeshare companies are willing to take the timeshare back. The process is referred to as a “deed back.” The timeshare owner deeds back ownership to the timeshare company in exchange for relief from the maintenance fees.

Most owners of timeshares located in California, Florida, Hawaii and Nevada are contractually obligated to pay annual maintenance fees. Options available for relief of maintenances fees are sell, gift or “deed back” the timeshare. Gifts have the moral obligation of full disclosure of the maintenance fee prior to the gift.

Modernfold Wins Glass Magazine 2019 R&D Award For New 51 STC Acoustical Glass Development

Being recognized with one of the most prestigious awards in the glass industry is especially satisfying.

The award honors important research and development efforts by the Greenfield, Indiana company, enabling architects and designers to select 51 STC acoustical glass whenever they specify Acousti-Clear® movable glass wall systems and achieving levels of sound transmission control previously unavailable with the design and daylighting possibilities of glass.

Winners of the 2019 Glass Magazine Awards were announced Sept. 3. The magazine’s prestigious glass and metal industry awards program recognizes the best products and glass applications the commercial, retail and fabrication markets have to offer.

Project awards in the program were selected by a panel of judges representing all segments of the glass and glazing industry. The judges chose winners in each project category and cast votes to determine the first Glass Magazine Award Project of the Year.

This year, Glass Magazine opened voting in the Product Award categories to readers. “The 2019 Glass Magazine Awards include impressive products, systems, equipment and more to serve all segments of the glass and glazing industry.
